My own personal killer tier list
Couple things to note:
I tried to rank each killer as accurately as possible hence the sub tiers.
There are no D+ or C- tiers because I don't believe any of the killers fit the standards for them so the difference in strength between Trickster and the C tier killers is greater than you might think that I think.

I don't agree on some of these placements. Specifically Hag, Wraith, Twins and Deathslinger. Twins most of all because they are incredibly strong, but they have to Camp all day. They are unfun af to play and to play against but they are in no way weak.
Trickster Tier is accurate, even if he just came out. Imagine being The Plague but everything you do now takes longer, doesn't infect other survivors, has a timer, you have to go to a locker to get your weakened power back, and you are slower. Also, your activated power has a longer start up, has a stun at the end and your power goes on a cooldown. RIP

Interesting list although there's some for me personally I would change I enjoy seeing lists like this. One change that you definitely need to make is Trickster, he deserves F

What makes you think that Billy is better than Cannibal in their current state?

Billy still has high mobility along with an instadown. He also has a little anti loop potential if you can learn how to curve his chainsaw well. For leatherface his mobility still isn't all that great but his instadown is definitely more lenient at loops. Overall I feel that Billy wins out over the fact that his map pressure is just far greater than Bubba's even with the overheat. If you use Billy's saw efficiently then the overheat shouldn't be much of an issue.

You make a good point, I'd like to offer a counterpoint as to why I think Cannibal is better:
Billy can't do anything about most loops, he can't even get the pallet down quickly - whereas a good cannibal player can force survivors into a lose-lose situation at loops. They either drop the pallet instantly and waste it or they keep running and go down.
Billy does have the mobility but getting from place to place doesn't mean much if you can't down people in a timely manner.

Honestly I don't understand why so many people consider her low tier. She has built in slowdown and while her stealth isn't as great as the other killers it's still very useful when used right. The common argument for the head traps is that they are completely luck based and the survivor can get them off first try, but even still it's something that most killers don't have. That extra 30 seconds of time that it forces a survivor to not be on gens can be huge and you get 4 of them.

Billy can also force pallets down in the same way as well but it's more a matter of him being a bit closer to the survivor than Bubba. Bubba can start his chainsaw earlier than him yes but Billy isn't slower so he can (depending on the loop) whip around the corner with a good curve and down them or force them out of position. There's a lot of crazy stuff you can do with Billy's saw after you get the hang of him.
The way I'd put it best is that at their skill ceilings, which is what I based the tier list on, Billy would win over Bubba. Sadly a good skillbilly is extremely hard to come by these days so I can understand your reasoning for Bubba being stronger.

His map pressure. Cannibal is a chase-oriented killer, always was, and he does his job well but Billy has both the insta-down and map pressure, something that Cannibal lacks.
Besides, a veteran Billy can deal with most loops. Not all, but most of them.

I am just so happy to see Wraith on the upper half of a tier list for once.
