Why do licensed survivor models look like that
A lot of licensed survivors end up looking somewhat reminiscent of their actor, but somewhat uncanny and different. Laurie and David have been locked in a staring contest for 5 years and Quentin needs a dermatologist. Even Nancy definitely looks different from her Stranger Things actor. The only guys who look like their inspirations are Cheryl and Bill, both of whom are licensed from video games. Is this supposed to be intentional or just a weird design choice?

Similar, but still significantly different from whatever the guy who played Steve looks like.

Because the actual actors could sue BHVR if they used their likeness without permission.

Well they did have Bruce Campbell come into the studio to record lines for him, so it makes sense they would also take the effort of making Ash resemble him as close as possible.

Ash, Steve and Nancy were modeled directly from the likeness of the actors. And you can see that (even though Nancy does need some refinement).
Bill and Cheryl look like their Videogame character origins.
Laurie, Tapp and Quentin were purposefully created to look distinct to the actors likeness, because the license holder wanted it that way and/or because they didn’t want to pay the actors (either BHVR or license holder themselves).

Why is David in this conversation?
The Halloween license did not include the likeness of Jamie Lee Curtis. That's why DBD's Laurie Strode doesn't look like the one in the movies.

DBD isn't big enough for two Davids. Tapp is Tapp. There is only one David King.
