if BHVR really wanted clown to be good all they have to do is add one simple change.
Allow his tonics to give exhaustion

If he’s invigorated before Intoxicating a survivor, they can’t get away even with an exhaustion perk.

BHVR is moving away from killers having Exhaustion-causing add-ons because they're seen as unbalanced and unnecessary. And those are add-ons.
Clown used to have an exhaustion add-on but I think that was removed with his rework. Given that, I don't see the devs making it base kit.

He had an addon that did this and it wasn't very useful. It prevented some whiffs due to dead hard but that's about it.

I know how dedicated you are to Clown, so if it is you who is saying then I believe. Still, I don't think it was necessary to remove them. Exhaustion add-ons are nice.

It's pretty insane how FAST you can catch up to survivors when you get that Antidote+Tonic combo off.

The devs are not fast. We can all name a million things in this game that are unbalanced, and the devs seem to have plans to update those things. In a few years a small number of them might actually be changed.
Haddonfield sucks in general. Balanced Landing used to actually be a hellish perk there; at least that got changed, even if Haddonfield does still exist.
If Haddonfield were a real place I'd burn it down if it meant never having to play on it again.
