Is there an issue with 110% killers?

I personally love the 110% killers and find that there powers are some of the more unique and interesting to go against, but these also seem to be the killers people often complain about and hate going against.

110% killers naturally have to play the game differently and usually have very oppressive powers, using involving chase, to compensate for that natural weakness. This leads to killers that are unique, but also are less fun to play against because there are less counters in chase usually, spirit, nurse (even if she isn't 110% specifically), deathslinger, etc... These killers are not necessarily the best, though some of them are, but they have to be really strong in one aspect of their game in order to feel balanced.

However, if a 110% killer does not have this naturally oppressive power they feel ridiculously weak and eventually get buffed to 115%, legion, I believe Plague, and hopefully trickster. This seems to beg the question of: if the current game design and mechanics do not work for balancing a 110% killers.

I personally would love to see more killers with unique and interesting powers, but i was wondering what are other peoples thoughts about the implementation of future 110% killers.
