Overwhelming Presence is Overwhelming Garbage
Half the killers in this game have a reduced terror radius making this perk almost useless, and even if you ran it on Doctor with his expanded radius add-ons, Survivors will just wait until you're gone to use their items. Also, Franklin's Demise solves the item problem immediately and feels more impactful than Overwhelming Presence.
So here's a pretty radical rework idea:
- Survivors who stay within the killer's terror radius for 5 seconds will perceive the heartbeat to play slightly / moderately / considerably faster than it normally would until they exit the terror radius.
This rework really fits into the idea of feeling overwhelming by making the Survivor more afraid with a faster, tenser heartbeat playing, and could cause a survivor to get nervous and make a mistake that tips off the killer, allowing for mind games and new killer builds.

Yeah that could work, and maybe that even after they're out of the terror radius their heartbeat persists for 10 seconds? The Killer's presence is so overwhelming that its felt even after they're gone xD
So basically;
Survivors who stay within the killer's terror radius for 10 seconds will hear their heartbeat slightly/moderately/considerably faster regardless of the Killer's distance. This effect persists 10 seconds after they have exited the Killer's Terror Radius.
