wow, who would've thought? Here's the entire scheme:
- Release PTB/Devblog where you purposely announce VERY BAD changes you actually aren't going to let go in live build
- Wait for angry feedback where people cry about the worst changes
- People also are very likely miss smaller nerfs & other bs because your decoy nerfs are going to drag all attention
- Pretend to listen to their feedback and revert VERY BAD changes into JUST BAD changes that you were ORIGINALLY going to put through.
- Now you're a hero in almost everyone's eyes because you are listening to feedback and making things less worse
- People now shut down anyone who rightfully says that the changes are still BAD and shouldn't be made at all because "reee how dare you ungrateful swine they are listening to us11!!"
- ???

Devs use that scheme almost every second midchapter/chapter patch. They have 2 versions one of which contains attention decoys (like extremely flawed overheat numbers in 2020 summer midchapter or rat liver huge nerf this time) and the other contains real changes you know nobody will like. Substitute one with the other after backslash and you can make people believe they are actually in charge.
So by using that scheme BHVR made community eat Hillbilly's rework (that basically ruined him) because they made people think these changes could be worse than they turned out.
Here's another example:
Imagine that the government makes up air taxes, like "50$/month for air". Everybody goes nuts, they are ready to riot, etc, etc. Then the president goes out and says "Calm down, we heard your dissatisfaction, so I decrease air tax from 50$/month down to 20$/month". Majority is rejoicing, they HAVE BEEN HEARD and they shut down the minority who say that "Wait, we shouldn't be having air taxes at all, what the hell?".

This was probably the best change they could make, I'm fine with this. It won't feel as "necessary" to run rat liver anymore because his default is just a little bit stronger which is what he needed.

Even though he really didn't need the change it'll get people who thought he needed it to play him so this is pretty nice.

I've always wondered how useful Rat Liver actually is because sure, OG 9% sounds good but does it really make a significant difference when in most cases you're holding Shred for like a few seconds at most?

it doesnt make much of a difference overall but considering all of his other perks were hot garbage it was a shiny piece of trash in a pile of refuse. and the dev's changes didnt really change his add-on options alot. he has 2 more useable add-ons equaling a total of about 6 that are ok or good and the rest are just as trash as ever

it does because you stop losing distance when holding shred.
Aside from better zoning potential, it allows to use shred better in loops as you can start charging it earlier and make a full lunge
