No.. it was ignored and brushed off until they were about to get a massive amount of bad press over it. Then it became a priority and was rushed into the game.

What do you mean "about to get a massive amount of bad press for it"? People had been asking for colorblind mode for years before it finally happened. This game is just an unpolished mess, and this was especially true in the past, meaning it was hard to justify prioritizing QoL changes for a while. My recollection is that the devs were also worried colorblind mode would be abused by non-colorblind players to gain an advantage. That isn't a reason not to add it, but it is a reason why it might take more work to implement and therefore be even harder to prioritize over other additions to the game.
The devs obviously want their game to be accessible. It affects the fun people have playing their game and therefore directly affects their bottom line. If you're cynical you're say they only care about the money. If you're a realist you'll say that money was probably a big factor, but they probably also wanted to add this so more people could enjoy their game. It just so happens that many other people only enjoy the game when it doesn't have game breaking bugs or performance issues, or when a new DLC comes out, or when balance changes come out that interest them. If they had dropped everything to put out a colorblind mode you'd just have people complaining about the stuff they held off on in order to get that done. They can't win.

There was a massive shitstorm brewing after Almo said "stop blabbering on about colorblind mode" and a bunch of people were super angry. a short while afrter that colorblind was announced and they literally said they didnt want to announce it this early. TLDR: Almo said something that twitter took as ablist so they had to drop colorblind asap as damage control.

So, in other words, they were already working on colorblind mode and they announced it early, possibly because people were complaining on Twitter and so therefore, they... didn't add the feature to make the experience better for colorblind players? When they were already working on it before people were even complaining on Twitter? 🤔

There was one annoying question which used Oni as defence for Trickster's non horror genre look. Oni is way more menacing and actually looks like a killer to fear.
