Lucky Break Needs a buff now (It's Awful)
Introduction
Right now it's really bad, it's now 45 seconds. That's awful. I can already guess the comments "It's 45 seconds of no scratch marks and no blood trails that's crazy!"
There are other factors that you have to consider, like healing times and line of sight. If the killer has locked line of sight on you that's just a waste. Also, healing times, that take a huge amount of time off the perk. It's basically a one or two-time perk that either you get a lot of value or zero value.
The math and value
First, let's talk about the Tiers 35/40/45 seconds. Wow, 35 seconds of no scratch marks that's crazy. Wrong, that's terrible.
Self-care Healing
If you want to use self-care to heal your self it takes 32 seconds (Not affected by perks) to heal you that's 13 seconds to use the perk, that's garbage, you only get one use out of it. Assuming you have the Purple version.
Unless you immediately start healing after losing a chase in under 13 seconds then you save a few seconds on the perk that don't matter.
Having teammates heal you
If you want to have a teammate help you it takes 16 seconds (Not affected by perks). So you have the time finding a teamate+Healing. So for now let's just assume you have a teammate immediately healing you after you escape a chase (Witch isn't guaranteed). You only have 29 seconds to use the perk (not including how long it took you to escape the chase and to find a teammate). One again makes this perk awful.
PLUS if you get downed while using Lucky break and then you get unhooked the timer starts depleting so if your teammate doesn't want to heal you, too bad no Luck Break for you.
Healing with a medkit
It's basically the same thing as having a teamate heal you except you don't have to have a teammate find you. Also, your healing speed can be increased with add-ons

Ehhh I still think it's too early to tell. I agree it was REALLY strong on the PTB, but i agree it may have been nerfed too much.

I have been analyzing different people to use Lucky Break and yeah, it might be a little early to tell, but from the information I have gathered it's not a good perk right now. Plus the devs said they were looking at feedback and more stuff so I decided to try and contribute.

Lucky break still has great potencial, for the most part killers are weaker in the very beginning of the trial, for not knowing where survivors are. If a killer hit a survivor in the beginning and he/she breaks LOS there's a very high chance you'll lose the killer. Creating massive amounts of pressure for the killer because now he has two options, to find you(reminder you have no scratch marks or blood) which will make him lose a lot of time or search for another healthy survivor with potencial of him/her too having Lucky Break.
With this said Lucky break should be a one time thing especially when paired with Iron Will and for the most part the 45 seconds just do that. If you bring a purple or green medkit you probably have the chance to use it 2 times and that combo for 4 good survivors is really really powerful, maybe too much.
Now if you are talking of bringing Lucky break + iron will + inner strength + good medkit you are spending a lot to make one perk work which is fine I guess. Anything that breaks the meta of DS+Unbreakable+Dead Hard+(Adrenaline or Iron Will) is a win for more healthy gameplay.

I've gone against a few times now, only on farm maps though and I can say I've already lost chases because of it. The one I can remember is I hit a Feng on the inside of rancid abattoirs main building she damage boosted to the window that leads to the pallet and by the time I walked around to the door, she was gone didn't see any crows fly up obviously no scratch marks or blood, might've had lithe, too but either way didnt see her at all so after a few seconds had to just give up.

Gonna copy/paste what I wrote in a similar post :
45 seconds is still suffisant to lose the killer during your first chase. The objective of this perk when you have it, is to be hit somewhere you can easily break LoS, so, thanks to Lucky Break and the speed boost, the killer won't be able to retrieve you. This is how you play it, by doing this, you would need in the best case 10 seconds to completely lose the killer.
Each time I used it, I managed to hide from the killer, and get away from the first chase. This perk is a time-waster single use if you can heal yourself after that.
If this perk offers to survivors multiple free chase-escape, it would be game breaking, as it was during the PTB.
A single use perk is not always a bad or a niche perk, there is Unbreakable, Deliverance, DS, Adrenaline,... Lucky Break is slightly less powerful than these perks, but the fact that you're wasting the killer's time during your first chase is huge, and that is more true if you're the first chased, plus doing a long chase : the first hook must be quite fast if the killer wants a good game.

We gotta wait and see, but worst-case scenario, they could make the Lucky Break timer reset after being unhooked and pause while healing or being healed. But not increasing the timer.
