It makes no sense that the new skins are a Legendary Set

If you tell me that it changes the shape of the bodies of the characters like the legendary skin of the Oni, I would understand it, but these skins don't make any big/abrupt changes, the only thing that is good are the head and at most the weapon. The Doctor's body is simply his usual body in a suit and the Huntress's body is his usual clothes, but black.
Legendary skin sets are supposed to exist for two reasons if I remember correctly:
- The character changes a lot or a certain part of the body changes a lot and it wouldn't combine well with the other skins (it isn't the case of these skins because they are simple skins without large changes in the body like the legendary skin of the Oni).
- They were planning to add new animations, I think different sounds and things like that to the legendary skins (but they haven't added anything to these skins).
So why are these skins legendary?
TL;DR: These new skins don't change the body or make sudden changes like the legendary skin of the Oni, so these new skins could perfectly be normal skins, neither legendary nor sets.

Why are they legendary? Because they're licensed characters from Crypt.TV and they get a cut of the revenue.

Might be because the owner of the IP wanted it that way, i'm surprised about Birch tbh, then again she does looks really similar to the hag so i can understand that they didn't mind much that you could mix and match.

But The Hag's Birch cosmetics are not legendary/a set. That's why people are so confused: why are Doc's and Huntress's cosmetics linked if Hag's aren't? Especially Doc's.

probably because they're licensed characters and like all lincensed sets they can't be seperated because then it would break some kind of agreement i don't know why it matters so much they aren't bad skins

My guess is it's because they are licensed characters and the license holders don't want them to be mixed and matched.

Not sure why Doctor is a legendary skin, but Huntress is a legendary skin because of the hood on the head being connected to the body.

I'm not really sure. Maybe because Hag's Birch cosmetics look similar her other cosmetics? Like I said, I'm just guessing.

Doctor's suite probably change his body type so it chained. Huntresses mask can be changed only with whole hood, so it probably would look weird as Feng's bunny outfit. Which is not bad actually.
I'm ok with chained outfits but I wish you could at least change weapon. It doesn't make sense you can't change weapon, it doesn't change body or clothes.

Unlikely since in trailer video it says the skin is very rare and other 2 skins are legendary

I don't watch Crypt TV, but I guess the Look-See is their main monster and he has a visually distinct look, so the people who own the IP might not want him to mix and match because it would dilute the brand or whatever. Alternatively, maybe the head doesn't match well with other Doctor cosmetics. I don't know.

Probably right with IP but would be nice if we can swap Look see's weapon with a different doctor weapon......kinda feels silly having a giant wrench while the Look see skin looks menacing as heck.

I wish they did more too, new animations and new sounds.
Its supposed to turn the character into someone else, so their name should be changed to "Cybil Bennett" or "The Minotaur", etc.
And then they need new sounds, Cybil and Lisa shouldn't have the same sounds as Cheryl like what.
I swear, just like you said, they said legendary skins will have new sounds and animations.

But you can buy all cosmetics with shards... So surely its nothing to do with the revenue?
If it was about money and licensing, why not only auric cells?
