Is getting downed during an unhook supposed to interrupt thee unhook?

Usually, when I play killer, downing a survivor who is currently unhooking allows the unhook to complete and then the rescuer goes down, the unhooked survivor runs free. However, when I played survivor, I was downed during the unhook animation and the unhook interaction was immediately stopped. What decides if it goes through or not?

Sometimes it does and sometimes it does not. It depends on latency, server temperament, and exact timing of each interaction.
It’s very annoying and wildly inconsistent.
Fits perfectly in this game.

i think it has to do with latency, on the survivors end the unhook goes through a bit before they go down, but on your end you down them a bit before they should get the unhook so it looks weird
