Are twins bugged right now?

Besides their obv bugs that they have, i just had a match against the twins where i got hooked in basement and charlotte could bring out victor mid-stairs. Last time i played them i had to get a certain distance away until i was able to switch between them. Is the distance detection bugged or am i mising something?

    For some reason stairs let Victor come out regardless of distance. This has been in the game for a while and I assume it is a bug.

    Ok didnt actually know that and i played them quite a bit. Should def be looked at
