Rework franklins to only have keys (and maybe flashlights) vanish

Against keys and maybe flashlights it's fair, but with how people play all too commonly it should not have the item vanish if its a medkit or toolbox.

At its core Franklin's isn't going to make or break a victory. And if a killer is camping an item he's obviously going to lose. If you're trying to get that one med kit just give it up. You're not gonna lose if you didn't grab your med kit.

Franklin's is one of those perks that is probably bottom 10 in terms of effectiveness but everyone on Earth just loves to obsess over.
I don't get why people are so pressed about losing 1 yellow toolbox. Honestly you should be happy he decided to sacrifice a perk slot to inflict minor inconveniences on the opposing team.
