Its for the anniversary event, maybe its a bug since its in so early

The laugh lets you know a gnome has spawned. Find him, break him, unlock a charm for doing so. Provided you escape as a survivor, as a killer I don't think there are any extra steps.

The leak said it was for a gnome related event, like the one happening now that the devs conveniently didn't tell anyone about and is happening.
