Dead By Daylight's Curious Hidden Watcher
So something new has caught my attention over the passed week. Have you noticed that at random times throughout a match there is a certain sound you'll hear? A twinkling laugh, even? I've recently noticed the laugh and found that it's origin seems to be the teddy bears strewn around the maps. A familiar one with a blue and white striped shirt who is usually propped up in corners. Has anyone else noticed this anomaly? And if so, are there any answers that have been provided explaining it?

You mean the Gnome that appears during EGC that you can smash for a charm?
That's an event that bhvr activated and didn't say anything about.
Also it's the gnome from L4D2.

Its an event to get a charm, once EGC starts (either by Exit Gates opening or by Hatch closing) a garden gnome will appear on the map, if you find it and break it you will earn the charm, as Survivor you need to escape after breaking it, as Killer you just need to break it.
The sound indicates it has spawmed, not that it has spawmed close to you, I made the mistake of searching the tile where I heard the sound only to end empty handed, if someone breaks it before you the gnome will respawn again.

I was wondering what that was. I passed right by it and it sounded like a kid laughing and I was like "what the h#ll was that" lol.

Weird, I actually haven't gotten the sound during the main game, only here and there once the EGC begins. If it happens from time to time during the trial itself, that's pretty cool. I like the idea. I also wonder if it triggers because you're passing by it?
"Hidden watcher". I like that concept. I sometimes wish that, maybe on the Yamaoka map at least, we'd be able to catch glimpses of weird entities watching us from behind trees and so forth. That would be pretty creepy.
