A health chapter WOULD still be content that brings people in or back into the game, it would only benefit BHVR. But no, they nerfed the twins.

Anyone who says otherwise is straight up wrong. What we need is not another new shiny killer with only a slightly different power from what we've seen already, but to look back on what's not working correctly.
We need a rework to Spirit (I say rework because I feel making her weaker would just ruin the fun for those who play her but counterplay is still needed), Legion (especially Legion), Ghostface (Reveal mechanic has been broken since release, even more broken in ptb), and Trickster (Main event is still useless and he's arguably the worst killer in the game).
We need a buff to Trapper, Take away Billy's base-kit nerf, improve nurse a bit so that she's not stronger but rather more comfortable to play, Myers could use a buff as he's just the grandpa of build-up killers and needs some love to his base-kit but otherwise his add-ons are fine, half or more of the killer's add-ons are useless or detrimental, Pig and Clown need some love even if clown got a useless buff (the base reload speed was better than the yellow bottles)
Many meta survivor perks should be revisted to see if they can be abused or are too strong for requiring nothing from the survivor (like dead hard), same with killers but I don't feel like many meta killer perks need a nerf or are unfairly strong.

to those that don't know, "Operation Health" was a big update for Rainbow Six Siege which instead of adding new content, focused on fixing the game bug and balance wise. Usually in a form of buffing the weakest aspect of the game.

Finish the realm beyond and then give us new stuff, they can fix the maps, textures, models, lighting, bugs, etc. all at once

Improving useless/underpowered content and nerfing the top overpowered meta stuff might as well be new content anyways.

If someone could correct me if I’m wrong I’d appreciate it but isn’t the reason we don’t get those kinda updates because the devs have to keep pushing out new content so the people who fund em don’t pull out

Depends. This game does has a decent amount of bugs but to be fair most of them are not game breaking. There's usually a couple big bugs in each patch, but they usually don't stick around for that long.
If they did a chapter where instead of releasing new content they went back and looked at a bunch of underused/underperforming perks (for survivor and killer) and killer powers and buffed them that'd be cool though.

I was looking for the overall game net coding and balancing included... this game has some serious potential but any fun I have had recently has been destroyed by balancing issues or netcode issues. Followed by hacking.
