Licker Tongue: Increased Hindered effect after hitting a survivor with Tentacle slash
Question: I've seen a few videos of survivors facing Nemesis and i don't see any Hindered effect at all, how does this addon increase the time of it?
NE-A Parasite: When you receive a Contamination effect, a survivor becomes Oblivious for 60 secs
Question: When it says A survivor gets the effect, does that mean the one you hit or just any random other survivor?

For the parasite it's presumably the one that you hit.

When you're infected, you move(or at the very least seem to move) slightly slower(aka hindrance). It's pretty much similar to Brian's intestines speeding up zombie movement, barely noticable.
