does it mean anything if survivors on their first hook keep attempting to kobe and cancelling it?

I've seen some survivors do it and I'm not really sure if the do it because they are bored or are they telling their team to do something?

    When the game was in its infancy this used to mean "the killer is camping do gens" - now it doesn't really mean anything at all, it's often people that are bored.

    I do it when I see that nobody is coming to get me. It's basically me trying to catch their attention and it tends to work.
