Twins, because they are terribly designed and the concept of having two killers on the map could definitely be expanded and improved upon.

I guess they could make it similar to Nemesis's AI zombies, with an AI Victor just not as aggressive.

I think Victor should be AI controlled but with the ability for the player to put in input. Maybe Charlotte can send Victor to patrol a certain area.

Well I don't know about a "rework" but I do know he has an upcoming add-on pass soon, so maybe they'll make a few tweaks to his power? I can't guarantee it though.

Legion. You don't make a Killer that is an entire gang of Killers and then not incorporate that into the gameplay at all.

Trickster. I would decrease the amount of Knives it takes to down a survivor from 8 to 6. I would also make it that the survivor has to mend themselves to get rid of the stacks of laceration. Than and maybe than he might actually be a B tier killer. I know people say it but there's indisputable reasons why he is lacking and the dev's know this. For their most recent killer to be hardly ever played is sad.

Legion or Myers, because they have no downing power. (this means they have to m1 a survivor wich can be super weak against decent survivors who know how to run tiles)
Everyother killer has a downing power.
Nurse blink
Demo shred
Bubba and Billy Chainsaw sprint
Oni Demon rush ( although he need to m1 to get blood orbs)
Trapper/ Hag have traps
Wraith and spirit have speed boosts when they activate their abillity
Nemesis has a over the pallet attack
Slinger trickster huntress are ranged killers
clown and freddy have anti loop slowdown
Twins have victor to down
blight has speed for downing
doc has the abillity to shock survivors so they cant drop pallets/ vault windows
It is only myers and legion that have no power to down survivors fast. I would even say that they are similar in powers:
Legion gets the first health state for free
Myers can do a one shot.
Both skip a health state but the cost is being super loopable or predictable.

Depends on the level of rework.
Full-on overhaul with a new concept, like Freddy? Probably Trickster. He just feels very uninspired as a weird amalgamation of plenty of other Killers without retaining most of those Killer's strengths.
Major number changes and/or an additional ability, like Clown/Doctor? Probably Legion. I think buffing Frenzy and maybe adding a small extra power to help crack down on the chase could make them a lot better, since they're already kind of underrated in my personal opinion.
Just the addons being reworked? Pig or Ghostface need it the most in my opinion, though there's quite a few candidates for this case. I just think that Ghostface only having like 3 good addons and Pig having such an imbalance in terms of the amount of Ambush/Crouch addons and the amount of RBT/Box addons are the most significant.

Freddy, his new power leads to boring gameplay its a mix between clown with dropping pallets early, teleporting, and slight bit of stealth
I would return his old power with putting survivors asleep with his power and them falling asleep over 7 seconds
remove the action speed penalty from being asleep keep alarm clocks but you can use all of them now (but only the furthest one is highlighted)
add in a 3 second waking up period from missing a skillcheck and if you get hit during that period you don't wake up
add awake 24 meter lullaby and asleep 24 meter terror radius (can't be decreased by perks unless you are undetectable)
and turn his snares/pallets/teleport into a shared resource so you have to use it more skillfully and plan ahead no more throw down 5 snares at a loop, now if you want to teleport you have to use dream traps more sparingly but to balance them you can now place both pallets or snares basekit, while still having his resource bar charge faster for each asleep survivor

Legion. imo, they can never be properly balanced because their power only allows them to be either weak with a lot of counterplay, or strong with none
also, everything about them was incredibly misleading- their trailer had nothing to do with their actual power, and they incorporated a group of killers which only allows you to play one?

Without action speed penalty Old Freddy can not fight, you will make him worse than Trapper lmao
And if we can get old Freddy i would be happy, he was so fun. But he will keep all old powers + teleporting. Then he will be good.

Spirit due to lack of information, counter play, and punishment of any sort for using her power.
Twins Victor needs changes too punishing on the killer for using him.

no slowdown when putting a survivor to sleep
ability to interrupt survivors waking up in your face
I don't see how he would be too bad
action speed penaltys attached to powers to bandage weak killers are a thing of the past just make him strong but skill based with resource usage and bring back the old freddy that people love including the seeing survivors outside of your terror radius, all I wrote was a brief thing of changes not
I not only said we get old freddy back but we keep teleporting while also removing most of the ways he is bullied and giving him a resource to manage that allow him to use stuff like his snares and pallets

@GeneralV is also Freddy main and he had really good concept for Old Freddy. I would go for him. He can share if he see.

There are so many answers but I'm stuck between Twins, Trickster, Pig, Legion, Spirit, and Freddy.
Although the question "If you could rework a killer's power who would it be?" resulting in a six way tie is telling of itself

Plague since her power takes too long to get going and good survivors never let you use it. Literally useless in most games and makes you wonder why you even picked her.

Honestly, imo I think Legion needs a rework the most out of everyone right now. I feel like their power is only good for giving information and I guess in a way it does apply pressure by forcing people off of gens to heal. Other than that though, the secondary effect with Deep Wounds is borderline useless. I have never seen anyone actually succumb to it. I don't know how exactly to rework their ability though to be honest though, but they desperately need something though.

As requested, here it is:
Power: Dream Demon
Pull survivors into the Dream World
-Survivors who are awake do not see The Nightmare.
-Once targeted by The Nightmare’s power, survivors enter the Dream Transition for 7 seconds.
-The Nightmare’s Movement Speed Penalty for putting a survivor into the Dream Transition lasts for 1 second.
-During the Dream Transition Survivors can see The Nightmare intermittently and they suffer from the Incapacitated status effect.
-When the Dream Transition Lapse, the Survivor is pulled into the Dream World.
Once in the Dream World:
-Survivor’s auras are revealed to The Nightmare when they are outside of his terror radius.
-Survivors suffer an action speed penalty of 40%.
-To exit the Dream World, Survivors can find non-sleeping Survivors to perform a wake up action.
-Failed Generator Skill Checks can also wake up.
-Hooked Survivors wake up.
Special Ability: Dream Projection
-Teleport to a Generator in view. Releasing the button early will cancel the action.
-Survivors cannot interact with the targeted Generator.
-For each Survivor in the Dream World, the cool-down of using Dream Projection is reduced by stack-able 20%.

All I gave were some general thoughts thats not even the complete mockup
throwing on 40% or some amount of reduced gen time onto a killer in modern times is just an excuse to make them weak id rather just make a version that is strong enough to not need it but skill based enough to not be current freddy

To be honest, I like your idea! The only thing I may disagree with are the Alarm Clocks, they would make way too easy to wake up against a killer who can only hit you when you are asleep.

You mean the full mockup from the yords post or just the general Ideas I gave
because honestly im take it or leave it with the alarm clocks but I think he should have a buffer before survivors wake up in his face by other means, so missing a skillcheck would give you a grace period to keep them in the dream state rather than you get to stare at them for 7 seconds and hope they don't reach something

I don't feel like The Legion and The Blight's powers really fit them and their backstories, but at the same time their powers are pretty fun and it would be a shame to see them go, even if it made way for a more lore-appropriate power.

Freddy, i dont knoe what it would be replaced with but i want something better than what it is. I haven't played as Freddy but playing against his power is just really boring and it seems boring to use

Ehhh, i don't really mind anyone's Killer Power right now.
BUT! The first thing that popped in my head in terms of BIG changes is simply more kinds of traps for Trapper.
Being able to place tripwires wherever to...trip Survivors.
These would mainly be an alternative choice to Bear Traps.
Bear Traps are more spreadout and quite limited, but are also more effective.
You start with way more Tripwires than Bear Traps and can reload them from Lockers, but they do not hold the Survivor in place and they do not damage them.
He'd also get a Trapper-exclusive Killer Power prompt when facing and touching a Vault location or Pallet, which is to place razor-sharp glass shards on Vault locations, and to only partially break Pallets instead of fully, creating large splinters, which of course hurts the Survivors.
Vaulting them would remove the glass shards from the Vault locations, and break the Pallets because the weaker kick already made them weak.
While this would seem as a vast expansion to his kit, let's be mindful that there's just not enough time to have every place trapped in a regular Trial.
Also there would be restrictions like how Bear Traps can't be too close to eachother, can't place them under Hooks, they have charges, etc. etc.
Still don't really count this as a rework, i'm just adding a whole bunch of crap to him.

Pretty easy
: The Twins- Replace killer instinct effect from Victor's terror radius with the Oblivious and Hindered (-5% movement speed) status effect.
- Failed attack cool-down is tremendously reduced (up to 50% reduction) based on the duration of Victor's lunge.
- When Victor is attached to a healthy survivor, they will automatically become deep wounded and will have to face periodic skill checks. Missing a skill check reduces the deep wound timer. The longer Victor remains attached, skill checks will become more difficult and the penalty of failing one is will be increased.
- Victor's successful attack cool-down is reduced to 3 seconds.
- Increased Victor crush cool-down to 10 seconds. Penalty is doubled if crushed while he's in a dormant state.
- Add-on pass follows accordingly.

Deathslinger. I've never gone against a DeathSlinger where I felt he deserved kills or hits he got. Normally how it goes.
Enter Chase
DeathSlinger makes several mistakes the entire chase
I gain massive distance
Eventually I'm forced to vault a window or just take an M1 or the loop isn't long enough to counter his chains strenght either way he gets 1 free hit
Rinse and Repeat

I just posted this in another thread, but I really want this so I'll advertise it some more.
Give Trickster the ability to throw a single knife by tapping M2 during a chase without a movement penalty (~2 second cooldown or so).
This would let him:
- Capitalize on small openings better
- Make him stronger in a controllable way (altered by cooldown adjustments)
- Make looping him around large rocks and obstacles less oppressive
- Let you stack laceration in preparation for your knife flurry on big openings (better down potential)
- Increase add-on diversity for him (replace raw stat upgrade add-ons for common power alteration add-ons, like ricochet on M2 tap knives only)
- Increase his skill-cap
- Make him a more unique killer (what other killer can actively chip away at you during a chase? He'd be different from huntress/DS rather than being the current worse copy of them that he is now)
- Arguably make him funner overall
I legitimately only see positives from what should be a fairly simple change.
