I mean, he was never a villain, he had a tough childhood without his mother because of his father, he was like Steve in the first season, very arrogant, but in the 3rd season he was corrupted and in the end when he saves Eleven he redeemed himself by sacrificing himself.

If Billy became a survivor (even as a legendary cosmetic for steve) I'd definitely use him.

Honestly i think billy would be a good addition.
Side note; I don’t think we’re gonna get robin cause most of the nancy steve skins are what they were wearing together.
You couldn’t have robin in her scoops with steve in his after credit scene outfit. I mean they could both be in that. But if i lm getting robin i want scoop troop.
I feel like nancy might get a joyce skin.

I think Hopper is too good to be a legendary skin for Steve. Who knows if a 2nd chapter of Stranger Things in possible in dbd, but Hopper would be my candidate for it.
