The game to recognize the difference between a crash and closing the game, so when it crashes you don't depip?

It does.
Leaving the game through the menu: -1 pip.
Crashing or getting kicked due to Steam issues: -2 pips.
Clearly they have separate routines.

Leaving the Match and crashing give different penalties. So the game is able to tell the difference between the two.
