Shadowborn: Complete rework with also FoV getting reworked and an accessibility option.
Vigil: Give the exhaustion status effect an additional downside for survivors and Vigil neutralizes these downsides? (Indirect nerf to exhaustion perks, buff to exhaustion addons/killer perks against non-exhaustion users)
Pharmacy: Medkit is guaranteed if searching a chest while injured, rarity is not set.
Red Herring: Rework to make it actually usable without unintentional sandbagging.
And just completey rework all of Ashs and Steves perks.

Deja vu, premonition, no one left behind, monstrous shrine, unrelenting, this is not happening, resilience and all wraiths perks. Not really sure on the effects though

Shadowborn should keep the FoV increase, but also make it easier for killers to see textures on dark maps. Some maps you can barely see survivors in chase, let alone when they're hiding.

Deja vu - in addition to it's current effect, when generator auras are revealed to you, you can see the progress of each generator by the intensity of their auras.
Premonition - remove the cooldown and just make the perk highlight whenever you're looking at the killer within a range, but disable the perk during chase.
No One Left Behind - all action speeds (healing, vaulting, unhooking, cleansing, searching) are increased after the generators are completed.
Monstrous shrine - for every survivor on a hook (not just the basement) gain a movement speed buff. (so if 2 survivors are on a hook at once and you gain 5% per survivor, you'll move 10% faster) And you lose the movement speed buff when the survivors are unhooked.
Unrelenting - every time you down a unique survivor (like no way out) gain a token. Increase pickup animation speed by 10 percent for every token.
This is not happening - in addition to it's current effect, increase the likelihood of getting a skillcheck while injured.
Resilience - no idea, I think it's fine right now.
Predator - footstep sounds are more audible (like stridor for breathing), and survivors leave scratch marks while walking if they are exhausted. These walking scratch marks disappear faster than normal scratch marks.
Bloodhound - Pools of blood are clearly visible from much farther away.
Shadowborn - no idea.

I agree on most of the rest, but Deja Vu is actually good. Not meta good, but it identifies the killer's best 3-gen so you can go and break it in advance.
And I have no idea why you'd want to change Resilience. It's a very viable perk.
Anyway, echoing that Distortion needs a way to regain tokens (right now it's only useful as a killer perk identifier, not a stealth perk on its own.) Up the Ante needs a full rework with some new effect, because Luck is useless. Solidarity and Autodidact should work with medkits. No One Left Behind needs the open gates condition removed, as the addition of the Endgame Collapse has made this worthless - instead it should be when the exit gates are powered.

Literally every single ######### perk for both sides.
This game is five years old. How perks like Deja Vu, Monstrous Shrine, Unrelenting, and Premonition to name a few, haven't been buffed yet is beyond me.

Hangman tricks, predator, NOED
hangman tricks : increase the range to 10 metre and add back the ability to reset all hook regardless.
Predator : increase duration of scratch Mark by 2/3/4 seconds. Scratch marks are now directional. Walking now produce small and spaced out scratch marks for A duration of 2/3/4 seconds.I
NOED : for every hook gain a token up to the maximum of 12. For every 3 tokens, gain an affect.
- 3 tokens : 25% increase of bloodpoints for every categories.
- 6 tokens : hooking a survivor will gain an 7% haste for a duration of 60 seconds
- 9 tokens : hooking a survivor, all survivors suffer from the exposed status affect for a duration of 30 seconds
- 12 tokens : gain a 100% blood points bonus on all categories when completing a trial (like the bloodpoints offering)

I will continue to vouch for Pebble being a straight cooldown instead of a "stay in the Killer's TR to charge it up" thing.

Autodidact: Added functionality: When healing another survivor without using a medkit for 3 seconds, press the active ability button to set skill check chance to 100% for one second. 20 second cooldown.

Poised: Should also hide grunts of pain and pools of blood. Also if you are in the dying or hooked state while a gen is completed, Poised is held until you are able to move again, similar to Adrenaline.
Sole Survivor: Every time another survivor is hooked you gain a token. Each token gives you 6/7/8 meter stackable radius of aura protection. The perk lights up if your aura is being actively blocked (how it used to work before they changed it).

All of Freddy's, Wraith's, and Huntress' perks. Third Seal, Hangman's Trick, Cruel Limits and Mindbreaker (again). Monsterous Shrine.
Steve and Ash's perks, Better Together buff, Prove Thyself (slight buff), Left Behind buff, Any Means Nessecary buff...
So many perks could use a buff. I just want to buff perks to make all perks viable in most levels of gameplay.
Also make Windows of Oppertunity and Technician non-teachables and give them to new players. Give Feng and Kate a new perk in exchange.

Vigil: allow like a small % of exhaustion to go down while running for those in aura or like actually allow sloppy butcher to be removed after a set time in the aura. Or give it the Open Hand treatment to mak eit nice to use when not stacking.

Mostly I would like to see underrepresented Perks get a buff.
I do not wish for any nerfs because yes, while some Perks get annoying after some time (I am looking at you, Dead Hard and Iron Will!) i do not believe them to be unfair or too strong. They just do not have enough competition. Also first on my list would be the "free perks" so that as much people as possible can enjoy them.
As such buff: No One Left Behind, Calm Spirit, Left Behind, No Mither, Beast of Prey, Shadowborn, Spies from the Shadows, Territorial Imperative and so on...
And most of all: Please a buff for "Monstrous Shrine"...

Hmm..
Hex: Blood Favor: Range increase to blocking pallets to 32 meters. Cd reduced to 20s. now lasts for 25 seconds
Monstrous Shrine: Hooking someone in the basement increases the sacrifice speed by 4/8/12% faster. And an increase penalty to escaping the hooks By 3/6/9% (For those bad with numbers. basically it wouldn't take 2 minutes anymore. it'd take atleast 1 minute and 5 seconds to go get the survivor.)
Blood Echo: Cooldown Recued to 30 seconds
Blood Warden: Now Last 40/50/60. Blood warden is now Extended by 5 seconds everytime you Hook a survivor.
Coulrophobia: Now has a five second Fading Debuff to the survivors Affected by Coulrophobia
Play With Your Food: Now you won't lose Tokens. Instead. whenever you down a survivor, Weather it's a power hit or a m1. You lose a Stack.
Overwhelming Presence: Now has a Five second Fading Debuff to the survivors Affected by Overwhelming Presence
Overcharge: After Damaging the Generator. The next survivor who starts progress on the gen will be face with Three impossible skillchecks back to back to back. Missing the first Skillcheck Regresses the gen by an Additional 10% / Second Skillcheck 8.5% / Third Skillcheck 7%
Surge: Now counts power hits. Now has a Cooldown to 20 seconds,
Hoarder: Survivors who Interact with the chest are now Inflicted with the Expose Status effect for 15/30/45 seconds after opening a Chest.
Iron Grasp: Now reduces the time to struggle out by an Additional 4/8/12 seconds (20/24/28 seconds)
Dying Light: Removes the Benefits that the Obsession gets. (I.E they will no longer get the 33% bonus to unhooking / healing)
Fire up: Now increases Pick up / Hooking / Kicking gens / pallets / Dropping survivors by 2/4/6% per gen completed.
Oppression: Cooldown reduced to 50/40/30 seconds
Thrilling Tremors: Cooldown Reduced to 50/40/30 seconds
Insidious: Now has a Cooldown to 40/30/20 seconds, Press the (Insert button here) to hide your terror Radius for 5/10/15 seconds.
Dragon's Grip: Cooldown reduced to 60/50/40 Now reveals their aura for 4 seconds after touching a gen,
Coup De Grace: Lunge is increase back to 60% / 80% / 100% Now recharges a token every 80 / 60 / 40 seconds up to a Max of 5. It will NOT affect Powers. Nor pig's lunge. Demo's lunge. Etc
Cruel Limits: Now blocks windows in a 32/40/52 yard radius of a completed gen for the next 25/35/45 seconds. Has a Cooldown of 70/60/50 seconds
These are but some perk changes. i'd need to think about the others for now.

Deathbound: I personally would love the idea of this perk making it so that injuring the healer injures the healed (obviously the healed can only be injured up to the injured state by this perk) but i dont know how strong this would be.
Unbreakable: It's just a personal annoyance for me but it bothers me that you can recover faster and get up. It's just a little thing that bothers me way more then it should.
Hex:blood favor: increase the range to 24m and remove the hex aspect. Some people say that it should be a hex without the cooldown but i prefer the other way.
Surge: special attacks trigger it. that's it. maybe a bit more regression or maybe if a survivor is working on it, it regresses the 8% as well as the 10% from survivors missing a skill check. Not sure how strong this would be, I would like to see how strong this would be though.
PWYF: I don't know how you would change this but I wish it was different. I like the speed up idea but it doesn't really work that well.
Babysitter: Once again don't know how you would change it but would be nice if it was better.
Stakeout: Make it either easier to get tokens or have alternative ways to get tokens.
There's a lot of perks i want changed but these perks are the ones that i want changed the most.

Billy getting overheat removed and blight having his collision fixed properly. Other then that I hope they rework Shadowborn and MoA and change FOV into a setting as it should have been since the beginning.

Resilience is a very good perk if you have a medkit and heal 99%. I Love this perk

When hooked, this perk activates after being on the hook for 15 seconds.
The sacrifice progression is paused for a total of 40/50/60 seconds when either a survivor or killer is within 24 meters to you.
Dejà Vu
See the auras of the closest three generators in proximity.
Repairing these generators will have any negative effects applied to them removed and their success zones are increased by 30%/40%/50%.
