Nemesis is able to hit through walls and pallets with his whip

    That is working as intended, his whip is designed to hit over pallets and some other low obstacles.

    Try going in a pool with a pool noodle then hitting someone outside of the pool with your pool noodle and see if it'll actually hit them.

    through walls? probably not - through windows, over lower objects, over pallets yes, this is by design.
