That I can understand. It's disappointing, but I get that license negotiation isn't really a field you can argue with and license holders are going to add these conditionals.
That said, Jill's outfit should not have a hair piece included with its 400-cell price tag when it's exactly the same as the default. Her outfit should be two-piece, or reflect a two-piece price tag, if that's what's being provided, and I really hope that's communicated to the team. Leon's head differences may be minor, but it is a different hair style that people would hypothetically buy separately if they preferred the look of it. Jill's is not.

No dev should honestly come in here to close this. It would say a lot if they did without actually explaining why they changed it.

Myers' hospital gown is an outfit without a head. You can buy the body and the weapons separately. It's not locked but the principle is the same: The head cosmetic isn't new so it shouldn't be included, and the overall price should be reduced, like you said.

The refund only matters if for some reason you bought the three items separately, instead of the entire outfit at once. If you have not bought all items then your refund is less than the total current cost of the full set. Anyone who bought only one or two pieces and refunds essentially loses money.
Obviously I don't have numbers but I highly doubt the number of people who bought the three items separately and would thus benefit from a refund is very high. I can't imagine that anyone looked at the Jill outfit, thought that the head (which looks exactly the same as the one you get with the character!) is worth spending money on and then for some reason decided to buy the other two pieces separately.
Even someone who bought the Jill head (which again, looks identical to the one you get with the character) and one other piece of the set benefits more from not refunding because at least they can use the one other piece they have bought. The refund value would be less than the current price of the set and you lose the one piece (and technically the head too in this scenario, but the head is worthless) that you own.

Refunding only makes sense if they end up reducing the cost of Jill's set, because some people did buy the full set and anyone that did got ripped off if they reduce the price. I mean it's technically a rip off either way, but they'd be more ripped off in that situation

Just wanna add this: Even if it was ultimately supposed to be a linked set, they're still charging like it was a 3 piece set for something that is literally 2 piece. They shouldn't get away with something like that

I just wanna use the ######### legs with the default torso lol it's not hard.

Agreed, there should be a discount so you only pay for the 2 pieces. You shouldn't have to pay for all 3.

You cant trust leaks all time. Take Genshin Impact for example. Ive seen this tweet thrown around but they have been wrong before about dates. As much as I love them leakers are not always 100% true.
Just curious in the case of Bubba, where the opposite happened, it was linked and then unlinked, did you negotioate for that to happen or it was also intended to not be a linked set.
We all can now see that Devs can turn on and off the linked set requirement at will.
And how are we defining what is and isnt maintaining the image of the licensed product?

At this point the sets will have to stay linked no matter what. An official mod has come out and stated 'They were always meant to be linked due to licensing.'
Even if that isn't true, it has to be true now. BHVR can't go back and say 'We lied to you.' That would be a huge PR fiasco.
They have to commit to it 100%. If it's a truth or a lie, it doesn't matter because that is the truth now.

I’m just confused because I bought the jacket when it was unlinked right. So i still have it in my inventory and I don’t have the other two pieces to the now set. But when I change my cosmetics back and forth it automatically equips the set as if I purchased it. I also am currently mixing the jacket with the default cosmetic. I’m just confused lol. I hope if they bar it from doing this at some point they at least refund me the 400 cells

So, I've done a bit more research and other games that have had recent crossovers with Resident Evil allow you to mix and match cosmetics more specifically Tom Clancy's the Division
(every single cosmetic you see in the video is mixable)
So we know Capcom had nothing to do with the decision, so either BHVR pushed it on Capcom, or they are lying to our faces.
I predict the later.

After previewing Leon's jacket in the store to see how well it goes with his default outfit I thought it looked great, was planning to buy it. Then when I went to buy it later in the day, it was suddenly a set. Massive disappointment. Sets are so annoying, they ruin any creativity.

They don't need to come up with a way to make 2 piece sets because they've been able to do this since sets were introduced but have just never done it.
For some reason I can't post the link but it's the first thing from patch 4.0.0 "Added Sets (2 or more linked Customization pieces that are always equipped together)"

You do realize that licensers can say one thing to a game and another to a different one, right?
Plus. VERY important detail to notice, it doesn't look like in Tom Clancy's the Division you play AS Leon or Jill or Nemesis, you simply wear the same clothes they have, on an original character
Who knows, maybe Capcom doesn't want LEON to have mixed cosmetics, but they don't care about a random character wearing some odd combination of clothes

Or hell, you wanna make it even close to worth 15 dollars and a legendary set? Take the actual, original PS1 model and put it in the game, like how RE2make had the same thing for Leon.

Im still curious as to why a refund is the solution here?
What makes you think im going to refund the cosmetic? I now have a fullset for 1/3 of the price since im locked into using it all now anyway.
I think most people will just keep the whole thing anyway and not use it. 🙄

If BHVR didn't have a penchant towards lying you might be on to something, but do really think Capcom cares about the integrity of it's characters when they put costumes like these into it's games.
and don't forget this same company that made Dead rising.

Yeah at DLC drop I bought the Jill skirt for 400 and logged back later to grab the top only to see they wanted 720 from me instead of 400. I considered grabbing the top and the Claire skin but held off until what was done is rectified.
With all the other issues, I'm hoping this was just some sloppy temporary hotfix until it gets rolled into the RPD patch. Until then I'm holding off on the extra $20 I was willing to get gouged for, but not like this.

Well obviously, making linked set outfits for the same character shouldn't be a thing unless it is a entirely different character, BEhaviour only did this because they wanted to force people to buy the default head piece for 400AC, I will not buy them lol

I know that they are able to dictate anything about their characters in a different game, and I think that BHVR has nothing to gain from linking cosmetics which could be mixed and matched without problem, so yeah, I say this decision is on Capcom
But apparently a big chunk of the community is unable to think that maybe, MAYBE BHVR isn't always to blame, and that's just sad 🤷🏻♂️
