A suggestions for totems....
I think for certain hex perks it would give them more of a shot if they didn't light up until they're at the very least active. I've had so many matches with Huntress's lullaby being cleansed before I can even get a hook. Granted it could easily go quickly once active but having a perk last for longer than a minute at the start of the match would be less discouraging and possibly give some value before being cleansed.

I can definitely get behind this for Perks like Huntress' Lullaby that are underpowered. NOED gets this treatment so less powerful Hex perks getting it would be fine.
I also agree the main issue with Hexes is the literally 0 value situations. Killers are more than willing to equip Perks that will become dead over time, Corrupt Intervention and Lethal Pursuer are testaments to that, but Hexes are a lot more fickle.
If we were going to go at that problem with a more universal mechanic, I wouldn't mind a "cloaking" system where Totems are covered in shadowy mist in the first minute or so. This mist doesn't stop Survivors from seeing them, but it does make Dull Totems indistinguishable from Hex Totems, so for Survivors to get lucky with an early cleanse, they need to be willing to take a risk on their end of wasting 10 seconds on a Dull Totem.
