Does prestiging mean you get fewer Bloody Party Streamers?

When I go through bloodwebs on my p3 characters I rarely see any BPS or cakes. But I've been pouring a ton of BP into Jill and Leon and I seem to get a BPS and a cake every other bloodweb. I even got 2 in one bloodweb recently.
Seems like an unfortunate downside but maybe it's just my "luck" lately.

As they add more maps it adds more map offerings which lowers the chance of getting a BPS.
So currently an ebony mori is more likely to get than a BPS.
But the new event cakes should be in every bloodweb (hopefully unless they break things again.)

No. But the existence of map offerings will make sure you will get less Party streamers
