Raccoon city map generator achievement not popping

Tried 3 times today ! Finished repairing the generator in the main hall on the first floor and no achievement.

    Completed requirements twice today. No achievement on win10. Wasted my whole morning on this

    I just 'completed' the achievement and exited via trapdoor. no unlock for me either. PS4.
