It's possible, because there are a lot more rare items, so the odds of getting any one rare item are actually lower than any one ultra-rare.

Yep, and it makes sense.
It's the only Ultra-Rare offering in the game, so when the Bloodweb decides it's going to generate an Ultra-Rare offering, that's the only option.
Compare to the twenty-odd Rare offerings for Killer, and you're going to be seeing the Ivory Mori a lot less frequently because the Bloodweb has a large pool to draw from.

Yes, Ebony Moris are the most common version of Moris. Their rarity could also be brown, to reflect how many of them you are able to get.
