I just started playing again after another break and this game is unplayable on ps4 what happened?
I can't really do anything in a chase without lag it's literally impossible when will this be fixed?

it received an update....that alone should fill you with dread.
I do find it sad though in all honesty, I would think someone who knows what they are doing (and with it being UE4 there should be a lot of these) would see it as a fun project/challenge to optimise this game and get like 45fps average out of those "old" consoles.

Welcome back fellow consoler! Oh boy what did you miss.......
Welp the RE chapter was released, so yay! Within hours they had to disable the new RCPD map due to ALL platforms reporting huge lag spikes and rampant connction issues, with a sprinkling of overheats as well. You can fire up the new map in custon mode for now, and they lowered the graphics on the Switch to aid their woes some.
Hardest hit you guessed it was Xbox1 and PS4 machines, but in truth it hit everyone hard enough for them to turn off dc penalties, which are still off.
Next two hotfixes were released, which improved PC performance & stability some but precious little for the other consoles.
