Billy is unnecessarily difficult to play
Why would anyone play billy when they can pick bubba or oni? By far the hardest killer to play and even if you play flawlessly, good survivors can waste all your time and make it impossible for you to hit chainsaws in loops.
At least with nurse you have a chance of getting kills even against the best survivors due to the her power, while being difficult to use, still rewards way more than mastering billy.
Also, what were the devs thinking when they designed his add ons? His add ons consist of the most random [BAD WORD] out of any killer.

Hardest killer to play, no. But the ratio of effort to reward is off. I can play bubba and just hold W at survivor then press m2 to either down them or delete a god pallet. Or spend time putting effort into nurse or blight and survivors will drop like flies. Good billys can generally get looped for a good while anyway.

Top things his hitboxes need to be cleaned(not fun to zoom to a gen and it be fixed because you hit a branch three feet away).
Animations need to be cleaned (not fun to loose potential hits and downs because your animations basically blind you).
Add-ons need to be improved (Some of the absolute worst in the game you become 4.4, you cool down when a flashlight is on you)
Fix those things and his numbers would go up again.

Mother's helpers (the dumb flashlight one) got changed, it's faster charge after being stunned with a pallet. I actually rate that one, it's nice with enduring.

I made the decision not to learn him waaaay back in the day when he was a god. I played nurse instead.
Now? Why bother? You are punished for using your power and there’s killers who fill his niche better. Blight for mobility and Bubba for 1 shots.
He’s still really good if you can curve most loops but for the same meticulous skill other killers reward you just as much.

Buffing some of his add-ons would be pretty nice, they are kinda, pretty, completely garbage

He needs a small buff to his charge time or at least get old Primer Bulb and Spark Plug back without stacking. Oni and Blight can almost instantly charge their special attacks and Bubba can initiate an almost 10 second instadown dash in 2 seconds, so why Billy has to charge for 2.5 seconds to run in a straight line? He's kind of a joke to loop now and his chainsaw only punishes greedy survivors.
It's kind of funny to think they completely gutted Billy's addons and shortly after released Blight. Just look at Alchemist Ring, Iri Tag, Compound 33, Compound 21 and Blighted Crow/Rat. Insanely strong addons with no downsides whatsoever. It's like they wanted to kill an OG killer to sell the DLC ones.

I believe they're referring to black grease, which cools down your saw when a flashlight is shining on you.

Yeah, I could instantly tell he was the hardest of the base killers, at the very least. I know people say Nurse is really difficult, and maybe that is true at higher ranks where survivors are more consistent, but I feel it is really just that the power takes some getting used to and she moves at turtle speed.

Many of his addons are badly designed. The purple and green cooldown addons are both worse then the brown/yellow counterparts.

I doubt it, given that the two biggest hits to Billy were dedicated servers and a sharp increase in predrop-and-W. You'd see people try him out again, sure, but his real issues are that he's only comfortable to play if everyone in the trial has less than 30 ping and actually tries to loop.

Not hardest to play... Lets say Billy needs more effort for the same result than the 2 other killers you mentionned.
Billy is free. Oni and Bubba, you have to spend shards / cash. Thats an argument I think.

The way to play him is as chaotically and unpredictably as possible - at least, that works for me!
He's the only killer I can think of where the aim is purely to cause panic, and that gets the hooks. I'll spend time zooming around ever unlikely gaps and routes; not fearing ramming into things and just being reckless and impossible to work out what the gameplan is.
I actually find him the most fun! Agreed, his added cool-down was a bit of an odd choice, considering. Not BHVR's finest decision by a long shot! But if you fancy just charging through the trial like a lunatic, you'll get the downs and hooks.
