Concept: The entity's right hand man.
The right hand man of the entity is an egotistical and arrogant, yet all seeing and tactical killer. He sees all the survivors as beneath him, and most of the other killers as weak, only seeing ones who are especially powerful, being able to defy the entity, like pyramid head and Michael, as equals. The only thing he sees as above him is the entity itself.
There once was a survivor named Gary Jones Daves. He wasn't like the others. He would watch with a big smile as the killers brutalized the other survivors, didn't flinch when the killer's weapon burrowed into his flesh, and seemly could always tell where the survivors and killers were going.
The entity knew he wasn't an ordinary man. So it began to watch him closely. He proceeded to call out the entity, claiming to be able to see it. The entity, intrigued on how he could possibly see it, brought him to the void, intent on figuring out what was going on with this strange human.
Once the entity brought him into the void, and finally got a nice and close look, dod it figure out the man. It finally noticed the third eye a top his forehead, composed of glass. This man had some sorta all seeing third eye.
The entity, knowing this man could be of use to it, offered him a deal. Work for it, in exchange for the power he desires. He accepted without a second thought.
At first he didn't work as a killer, the entity using him instead as to watch over the trials and its realm, making sure nothing tried to break the rules or hide from the entity's wrath. Nothing was safe from his eyes, which were now boosted by the entity's power, except for the very outskirts of the entity's realm. The area where things begin to deteriorate, and where the realm is most unstable.
Eventually the entity also sent him into trials as a survivor to help keep a closer eye on them. His relationship with the entity also grew, as he started to rise in the ranks. Eventually he convinced the entity to let him be a killer.
Dawning a mask and cloaked to hide his identity from the survivors, he went to work killing and sacrificing them. With only the best of the best successfully escaping him. His sight made it easy to predict where survivors were going and counter them.
Eventually he upgraded his simple cloak and mask to an extravagant suit, cape, and mask. Looking like a fierce general for the entity. He had managed to prove his worth, time and time again. And after all this time, the entity came, offering an interesting offer. He had proven himself so capable that the entity gave him the offer to be the right hand man of the entity. And he happily accepted. And that's the story of the right hand man, he went from a strange survivor in the fog, to the fearsome right hand man of the entity itself.

Perks:
Inescapable Demise:
*Those who think they can escape you are dead wrong.* Survivors in the dying state cannot escape. This effects both doors and hatch.
"How do you plan to escape me when you're already dying?" - Gary Daves
GET OUT WHILE YOU STILL CAN!:
*When survivors escape, you're just as pissed as the entity is.* Endgame collapse is twice as fast.
"You're going to suffer for this." - Gary Daves
Hex: All-seeing:
*Nothing is safe from your eyes. NOTHING.* While this hex totem is active, any survivors who break a totem will have their aura revealed to you for 2 minutes. This perk isn't affected by whether or not it's a dull or hex totem.
"I see everything. EVERYTHING." - Gary Daves
This killer is a formidable foe who can use his aura reading abilities to predict where survivors are going and what they're planning on doing, and come up with a strategy to counter it.
New survivor: Gary Jones Daves
Working undercover as a spy for the entity, this survivor has a third eye that allows him to see all. He is greedy, selfish and cruel. Often sacrificing those around him for his own gain. Rather than crying out in pain or screaming, he laughs like a mad man.
Perks:
Bloody Foresight:
*There’s nothing you love more than violence.* Whenever the killer hits a survivor, both the killer's and the hit survivor's aura are revealed to you for 1/3/5 seconds.
"Nothing is more entertaining than watching the weapon of the killer sink into the survivor's flesh." - Gary Daves
Selfish Sight:
*You care little for others, and would rather put their life on the line instead of yours.* If you get exposed, this perk automatically removes it, but one of your teammates will have their aura revealed to the killer for as long as your exposure would last. This doesn't work on killer abilities or addons.
"Take them instead and leave me be." - Gary Daves
Selfish Sacrifice:
*You're greedy and heartless, sacrificing others for your own gain.* While being healed from the injured or dying state by another survivor, you can bring them down 1 health state to automatically heal yourself for one health state by pressing the x button. You also gain 100% more blood points if you're the only survivor to escape.
"You fool, you actually thought I cared about you? Don't make me laugh, I couldn't give a flying ######### about you." - Gary Daves

Its not that bad. The wall hacks obviously needs some limits.

It is that bad. Every part of it is terribly designed and has countless flaws.

Even if thats the case why be so rude? He obviously put a lot of effort into that. Do you just get off on wrecking people on the internet? Why not try explaining to him what tge problems are, maybe he coukd rethink it.

The active ability is terrible and also manages to have no counterplay at the same time. Being able to see the aura of a survivor who drops a pallet on your head isn't very helpful.
Inescapable Demise will have almost no effect except for catching bm'ing survivors off guard when they tea-bag you at the exit gate and wait until they go down. You can also slug all 4 survivors and then they have literally no way to escape since the last one can't get the hatch. Rare scenario, but it would definitely be frustrating. It's structure also makes it impossible to level up.
GET OUT WHILE YOU STILL CAN is also terrible and badly designed. A lot of times the endgame collapse has no effect because the survivors will just 99% the exit gates then leave immediately when the EGC starts.
Hex: All seeing sounds like a meme perk that probably won't activate because good survivors don't cleanse dull totems, and won't cleanse hex totems until they know what hex the killer has
Bloody Foresight is worthless because you don't need to know where the killer is if he is chasing someone else. Especially if you are in a discord call.
Selfish Sight will be useless in most matches because a lot of times the killer won't have any perks to apply the exposed status effect. Also, how would this work with Myers? Wouldn't everyone be exposed at the same time. And if it isn't Myers and the killer exposes specifically you, why would he want to chase some random guy across the map?
Selfish sacrifice would either be incredibly overpowered in 4 man swf because it is just a better For The People. Or, it would be the most hated meme perk because dickheads would just gank health from their teammates, and then their teammates would never heal them again.

The killer is meant to be an ######### so that's what I wanted the survivor perks to be. And the ability, the aura seeing of survivors is temporary and it does have a cooldown. This killer is designed with mind games in mind. Take advantage of your aura reading abilities to predict the survivor and lead them to areas with more hooks and less pallets.

Also why are you asking how would it work with myers? It specifically says that it doesn't work on killer abilities or addons. Just perks. It's more to get the killer away from you, and to someone else.
Inescapable Demise and get out would definitely be useful in Endgame builds, I can tell you that.
All seeing would be useful to protect other hex totems and discouraged survivors from cleansing them.
Bloody Foresight could be used similarly to kindred.
And selfish sacrifice is there to benefit you and negatively affect others. So it is kinda a meme perk.
The counter is simple. If you feel like he's leading you somewhere, try going the opposite direction of where he is leading you. And to counter his active is to simply avoid his terror radius, and if you're in chase, create distance so by the time he catches up, his ability is on cool down and he can't take advantage of his aura reading ability. When playing as or against him it's all about thinking strategically, mind games, and predicting what your opponent is gonna do and what they're planning.
