PC - Suffocation Pit, Survivor can pass through but Killer cannot. Exploit?

Played here today as the Wraith and chased a survivor from the main building. There is a rock and tree that survivors can run between but killers cannot. Tried to mind game around it, but the rock is a little too obstructive. The survivor only needs to take a step to get to the other side and avoid any hit whatsoever (which the player used to their advantage a few times before I moved on). Arguably projectile weapons can probably go through but M1 killers cannot. Is this a bug or exploit or intentional...?
