If tunneling/camping is not a reportable offense then why...
Is it a thing you can make a ticket out of in the support center? Related story: Get haddonfield burnt on and have to face a OoO, flashlight clicking yadayada while being Trickster. Decided to play it out anyway while showing no remorse hooking the same guy after downing and waiting out DS timers. Queue the after game messages of getting reported for tunneling/camping, that they recorded the clips and it's too late to cry and so on.
While i did nothing but laugh and refute it being not bannable it's still kinda weird how forum rules say it's part of the game but support ticket lets you do reports on it. Unless they're there to let you vent.

Because the in-game report system has not been maintained over the years and why during the 5th anniversary stream the devs announced an update to the in-game report system coming this year.

If you do it repeatedly to the same user(s) to harass them, it becomes, well, harassment, which is bannable.

Because the thing in the Ticket is for Consistent Harassment (as in, they are following you game to game to game to game doing it)

It's only reportable if you go out of your way to get matched with them and do it again
