Why I think there's a good chance Chapter 21 will be licensed (if we get another license this year)
So I went back and looked through all the licenses that we've gotten throughout the years. All of them (except the licenses of year 1) do the same thing.
Year 1 dlcs: original, licensed (Halloween), original, licensed (Left 4 Dead), original
Year 2 dlcs: original, licensed (Texas Chainsaw Massacre), licensed (A Nightmare on Elm Street), licensed (SAW)
Year 3 dlcs: original, original, original, original, licensed (Ash vs Evil Dead)
Year 4 dlcs: licensed (Ghost Face), licensed (Stranger Things), original, original
Year 5 dlcs: licensed (Silent Hill), original, original, original
Year 6 dlcs: licensed (Resident Evil), unknown, unknown, unknown
Did you see the pattern? The pattern is, every year that had multiple licenses (not including year 1) had them all happen in a row. Which tells me, chances are if we're going to get a license it will be next chapter. I personally think, if it's not next chapter, it will be Chapter 22. I think this only because I don't think they'll end the year with a licensed chapter since a license will probably once again be the anniversary chapter. The only 2 times the final dlc of a year was licensed was Year 2 with SAW (Released in January, anniversary chapter was both original and in June) and Year 3 with Ash vs Evil Dead (which was a smaller release, but a license nonetheless).
Just a thought. I got pretty bored today waiting for matches lol.

Patterns were made to be broken! Or maybe the pattern resets this year to mimic the 5 year pattern of before. Who knows? But I certainly wouldn't read too much into the precedent.

This analysis presumes that (a) licences are available and (b) have already been acquired. There's a lot of dependency on 3rd parties there.
That said, I would love an Alien's chapter, especially with the new game coming out

They mentioned in the 5th Anniversary stream that we'd have two new maps this year (including the RPD) so I don't know which chapter it is but there's a definitely another licensed chapter down the line.

It could also mean that they will be done soon with reworking all maps which could mean the last original chapter this year would be with a map.

This IS only assuming that we're getting another license this year. If they were to mimic the pattern of last year then it wouldn't matter. Also, like @PlaysByShady said, it does also presume licenses are available and have been obtained. So there's definitely holes in my analysis and prediction. So yeah, you're right, we could end up with no more licenses this year, which honestly I wouldn't mind either. I like seeing the concepts BHVR comes up with themselves.

Seeing as how I do(personally) prefer the licensed chapters over the original content I honestly wouldn't mind a repeat of the year 2 dlc! xD
In all seriousness though, this is honestly a VERY interesting theory/pattern. Like @PlaysByShady said though, there's just so many factors that have to be accounted for. The licensed content is planned from anywhere between a 9 months all the way to a full year in advance so, who's to say what they have planned out. There's also a LOT of licenses that have been super hyped up as of recently that I'd love to see so, bring them on I'd say. :)

The last time a full story within the archives actually hinted at an upcoming character, that said character (Blight) wasn't in the game until a full year later. Also it's just a theory, so his guess is just as good as mine. Only difference is he's a content creator looking in the actual game (for this theory). I do like his theory though, so if I'm wrong and it's original then I'm all for a dracula/vampire chapter.
