Killer concept: The Butcher
Looks: The Butcher is a large, muscular male figure (about Trapper's or Billy's height) with lots of open wounds and rashes around his skin, he wears an apron and leather-pants. His weapons are a meathook with a chain tied around his left arm and holds a large cleaver on his left hand. He also wears a black mask around his mouth and has a bald head covered in scars.
-He's 115% speed because otherwise he'd be unplayable.
Power - The Butcher's Hook: When holding M2 he starts spinning his hook, he can release it at any time but the distance, angle and speed get increased. This can be cancelled by pressing M1. He runs slower when spinning the hook.
-Hitting an injured survivor with the hook automatically pulls them to him and he gets to grab them.
-Hitting a healthy survivor pulls them back by a few meters and deals 1 state of damage.
-This power has a base cooldown of 15 seconds (I may lower this if it seems like too much on paper)
-He cannot M1 and moves slower after using this (like Billy)
-If the hook doesnt hit anything the "stun" is longer.
-If the hook is arced over a wall, the survivor will not be pulled to him but he sees their aura and go grab them.
^survivors who are bound by the hook but not picked up can be released by other survivors by completing a short channel
-The hook has a maximum distance of 10 meters baseline

Cowbone-Common: Slightly decreases the cooldown of Butcher's Hook. (-1s)
Wooden Chain-Common Slightly decreases the "stun" duration after throwing the hook.
Bone hook-Common: Slightly decreases the windup time of the hook

Extra Links-Common: Slightly decreases the distance of the hook (1 metre)

Rusted Hook-Uncommon: The hook applies a mangled status effect until the affected survivor gets healed.
Lengthened Chain-Uncommon: Moderately increases the distance of the hook (2 metres).
Weighed Hookbase-Uncommon: Increases hook windup speed moderately.
Steel Hook-Rare: Moderately increases the speed at which the hook flies. Moderately increases windup speed.
Rotten Spare-Rib-Rare: Considerably decreases the cooldown of the hook (-4.5s)
Dismembered Foot-Rare: Moderately decreases the slowdown penalty when spinning the hook. Moderately Increases hook windup-speed.
Prison-Chain-Rare: Considerably increases the distance of the hook (3.5 meters).
Child's Arm-Very Rare: Considerably Increases the windup speed of the hook. Considerably decreases the stun-duration after usage.
Officer's Leg-Very Rare: Moderately decreases slowdown penalty of the hook. Considerably increases windup speed.
Titanium Hook-Very Rare: Considerably increases the speed at which the hook flies. Moderately increases windup speed. Makes the hook arc harder (this add-on is basically the only way to get hooks to land over walls).
Iridescent Hook-Ultra Rare: Allows you to instantly grab healthy survivors if theyre doing a vaulting action or dropping a pallet.
Mother's Head-Ultra Rare: Tremendously increases the cooldown of the hook (+7 seconds), allows you to throw it at max-speed instantly.
Perks:
Rotten On The Inside
Whenever you get stunned the survivor who caused it is hindered for 5/7/10 seconds.
Brutalize:
When you down a survivor they become affected with "Brutal Injury".
-Survivors affected by this always make grunts of pain at 20/25/30% the volume even if they're healthy.
-Cann affects 2/3/4 survivors at once.
Dismember:
Downed survivors can only recover up to 85/80/75%, this does not apply to Unbreakable or No Mither.
PLEASE KEEP IN MIND THAT I AM NOT A PROFESSIONAL DESIGNER, I JUST MADE UP SOMETHING I THOUGHT SOUNDS COOL, I APPRECIATE CONTRUCTIVE FEEDBACK BUT AM NOT HERE TO GET HATE.

I like the concept actually.

Haha a classic concept that indeed would work in a game like dbd, especially since identityV's Gamekeeper works exactly like this.
It'd be nice if the pullback triggers after they get their hit-speedboost, or even reduces that speedboost.
Im not the best about balanced perks, because im too lazy to create my own, but i think all your perks are a bit weak.
Rotten: only 10 seconds of hindered is not enough.
Brutalize: restriction of affected survivors is only partially ok on ruin and third seal because their effects are the same on all tiers. If you chose to balance the infinite duration with the restriction, then theres a huge power gap between t2 and t3.Dismember: i think just slowing down the recovery rate might be a bit stronger.
Classic concept, i like that you didnt add any crazy weaknesses.

Dismember feedback taken.I dislike adding major weaknesses to killers, restrictions are one thing (Huntress is a good example for that IMO) but straight up crippling weaknesses like Legion or Freddy are extremely irritating.
