Why is DC penalty now expanded to whole team?
Why am I getting a dc penalty after I am already dead because my only teammate who is the last survivor dc's when the killer refuses to hook them and just stands there to watch them bleed out for several minutes? Why should I get a dc penalty at all for a teammate leaving, especially after I am already dead and out of the match? It also gives you THEIR penalty instead of a couple minutes if they have repeatedly dc before playing with you. I shouldn't be penalized for hours because of a teammate. Imagine how many people will get penalized for legit internet connection losses from their teammates. Now we don't even want to play together anymore if that's going to be the case, especially because legit dc's still happen too much with players that ddos you or random dashboards.

That sounds like a really bad bug.
Or were you teaming up with the disconnecter? If anyone in your party has a matchmaking ban, the party can't play until it resolves.

You personally shouldn't be getting their DC penalty. But if you are in a party with them, you will all be subject to the matchmaking lock until their DC penalty has expired. If you leave that party and go solo for example the DC penalty would not be there then.

I left the party and it still wouldn't let me play solo.
