Is Legion's addon 'Stab Wounds Study' and 'Frank's Mix Tape' as bad as I think they are?
Stab Wounds Study reduces deep wound timer of all survivors by 3 sec.
Frank's Mix Tape reduces deep wound timer by 5 sec from a frenzy attack.
Deep wound timer is 20 sec. AFAIK.
If you are running or mending, the timer stops, so I don't see the benefit of these 2 purple addons.
Or am I missing something.

Yes, they are horrible. Relics from when Legion was able to reliable down people in Frenzy. The worst thing is that when the devs reduced the Deep Wound timer from 30 to 20 secs they nerfed these addons as well.

usually when I use these I meme or challenge myself to only get downs using it my personal record is 5 downs

People already answered your question, but I'm gonna comment anyway because it's a travesty that these add-ons have been left in a useless state for so long. If they're not gonna adjust Legion's kit anymore, they could at least tweak the add-ons so they actually DO something.

And yet I see survivors letting themselves get downed by deep wound all the time, so those 3 or 5 seconds will make a difference, sometimes.
It's kinda like Pigs add-ons that increase the time it takes to search a jigsaw box. If the survivor messes up that time will cost them.
The idea I guess is to mindgame the survivor so they stop running and then interrupt their mending, keep doing it until they succumb. Though I suppose in most cases it would be easier to just hit them again.

Yes they are as bad as they seem.
I wasn't going to post, but I've seen several people indirectly say that these addons should be buffed. Here's the thing though, Frank's Mix Tape is bad on purpose. Think about it. Frenzy has no charge time, Frenzy lets Legion keeps perfect movement control, Frenzy doubles the speed gap between Legion and Survivors, Frenzy allows Legion to vault windows and pallets about as fast as Survivors can. How are the Survivors supposed to keep from getting stabbed by Legion in Frenzy?
Trick question, they aren't. Unless Legion uses Frenzy from too far away, or messes up badly the Survivor is getting stabbed 100% of the time. That's why at base, Frenzy cannot down people. That's also why the one addon that gives Frenzy the ability to down is left to be borderline unusable. If it was usable, Survivors wouldn't be able to do anything about Legion's slow Frenzy downs, and it'd make Legion the most boring and uninteractive killer to face... again.

I did play a match with both of these addons, and I managed to get someone downed with it just by injuring them and going after someone else.
But I couldn't find where they were downed and no way I was going to run deerstalker as 1 of my perks and I was being put in with yellow rank survivors.
I remember not knowing about the mending mechanic and was wondering why my screen was getting bloodier and bloodier while i was working on a gen.

Sure, but to be honest, Demo and Huntress arguably needed to get their add on pass before Legion did... and... I could easily see Ghostface and Trapper being ahead of them too. Other than those 2 add ons, Legion's add ons are... fine. Not very exciting, but fine. Unlike GF and Trapper who have add ons that are nearly required for them to function. Heck, even the changes to Wraith's Windstorm needed to happen first.
