Do ALL killers have 32m TR while carrying Survs?
Or are perks like Starstruck weaker for slower killers?

Since the correct answer is still missing:
Killers keep their default terror radius while carrying, the act of carrying a survivor doesn't change anything about that.
The general rule is that 4.6 m/s killers have a terror radius of 32 meters and 4.4 m/s killers one of 24 meters. This is for balancing reasons, to allow the slower moving killers to sneak up on survivors better, compensating a bit for their slower speed.
As I said, that is just a general rule, it doesn't apply to all killers. Nurse moves at 3.85 m/s, but still has a terror radius of 32 meters, whereas Myers moves at the regular 4.6 m/s in evil within II, but has a terror radius of just 16 meters.
Whatever the killer has when walking around is what they'll have when carrying (unless they have Agitation, which specifically increases the terror radius while carrying).

You mean a 45m lullaby radius for Huntress?

Starstruck works in killer's TR rather than in a 32m radius from a killer, so naturally killers with smaller TR benefit less from this perk. Starstruck is affected by agitation and m&a (you usually see it paired with the first one).
For huntress, Starstruck works inside her TR and not her whole Lullaby zone.

All killers have the same carry speed though, so surely they should all have a 32m terror radius (without Agitation).
I just wanted confirmation, but any section in the forums other than General Discussions doesn't get as many eyes. Thought I could save myself time and effort, but I'll just go check the wikis

Movespeed is not related to TR. All killers have the same TR when carrying a body and when just walking/standing; it's a constant value only altered by perks.
