Hex Nerf Needed
I seriously have no idea why hexes are allowed to be so powerful with absolutely no immediate downside. Being able to one shot kill a survivor at full health with zero hooks is OP and your allowed to do it because you hooked a few survivors? And then to get rid of it you have to find some obscure totem hidden on a map like Hawkins. Not to mention undying, no one escapes death, etc. These perks are cheap and just kill the flow of the game when there’s a win in sight and one of these pops of just to give the killer an insane advantage to steal your game you worked for, not to mention the killer racking up an a huge amount of Bloodpoints more than survivors get. Everyone wants to play killer but this game would be dead if no survivors queued there should be more incentive to run survivor.

No immediate downside? They can taken out of the game entirely.

The downside is that they can be disabled at any time, and the more stronger hex perks have conditions, such as Devour Hope. If you're really struggling with hex perks, I'd recommend running either Small Game, Counter Force, Detective's Hunch, or bring a map that can track totems.

Okay well barring the fact your post is clearly a rage post after getting Molly wopped by noed or devour, the immediate downside is that the totem can be broken within 30 seconds of the match and be useless the rest of the match. Are they powerful? yes, without a doubt they can be strong but they have to be for their immense downside otherwise they just wouldn't be worth running, ever.
So the other major thing is undying, which is also quite strong but you also have to remember that there are 3 very good anti totem perks in the game, so if you hate hex perks so much consider incorporating small game, counterforce, and or detectives hunch into your builds maybe even run a map.
The only hex perk I think actually needs a rework(other then the few fairly useless ones that just need buffs) is noed, and not even because I think its that good, for hex perk its absurdly situational, you pretty rarely actually get really good value out of it and serves as more of just a crutch perk that feels good(though it certainly doesn't feel good to go against, especially in solo).

Not easily accomplished I don’t have 1000 hrs to know where they spawn so it’s run around the map and get lucky use a perk slot

There are four survivors, you can all do one each very easily, and one of you does two.
At high level play, the only Hex perk that really gets used is Ruin, and usually with Pop because it's expected to vanish at some point in the game.
