Solidarity does not work if you are holding SHIFT while healing.
I am experiencing this bug on the latest PC version. (3.7.2)
Healing an injured survivor with Solidarity equipped will not provide you converted heal progression to yourself if you are holding SHIFT, or presumably the Sprint key, if rebound.
To reproduce this bug, equip Solidarity. While injured, heal a survivor while holding down the SHIFT key. Upon finishing the heal, you should have no progression towards your own heal. If you would like, you can heal another survivor while NOT holding the SHIFT key. Solidarity should work normally. This occurs every time, without fail.

This bug is easy to reproduce, due to its consistency (but not for me, because I have no friends to KYF with to test it)

That explains the issue I had.
I was tired of others trying to heal me first, so I never let go of the sprint button to loop around them until they stopped moving for their heal
