I really don't think NOED needs a change.
The only thing I could see is getting rid of the speed boost.

I like it but I feel like needing to destroy 2 totems every game for only 1 perk is kinda too much. I feel like the problem with NOED is that it's a noob destroyer. This only really makes that problem worse because most new players just ignore totems unless it's glowing.

Either the perk needs to be made more solo queue friendly or add a base totem counter (while also making totems stronger to compensate).

Noed's purpose is to help counter gen rushing and apply strong pressure in the end game. There is nothing else like it and why its a fav perk.
Your suggestion takes away the purpose of the perk and gives survivors too much power in the perks abilities. Its high risk low reward.
On top of that you only get tokens for dull totems remaining. Using the perk would discourage you from running hex builds.

Use small game and break totems.

Naw, I liked another change somebody suggested.....
NOED destroys itself every time you get a down and migrates to a new dull totem. If there are no dull totems left, it gets removed from play.
That way every single dull totem destroyed helps do something to curb a potential NOED at the end of game. Seems like a fair compromise to me.
I wish I could credit the guy who came up with it - it's a brilliant idea.

No perk should be deleted because you did too well that's ridiculous.
That would be like saying if you ran a killer for 20 seconds with decisive strike, it is removed from play.
If you safe unhook survivors in a match borrowed time is removed from play.
If you heal 3 people with we'll make it, the perk is removed from play....
and so on; and god forbid you have to slug someone too at any point.
That is like, one of the worst ideas I've seen for the perk to date.

If you can't capitalize on 3 insta-down you're doing something very wrong and deserve to lose IMO

DS got nerfed because as an anti-tunnel perk it was doing way more than it was designed to. NOED is the same way. There are a lot of games where you can barely finish the last gen with one or two survivors left and still get hit with NOED, it feels absolutely miserable...

I always thought of a balance change could limit the number of insta-downs somehow (either related to totems or 1 for each survivor).
I love your idea of using the tokens to kill someone by your own hands. It could be strategic, situations where you choose between killing someone or just keeping everyone Exposed.

I think that there is a necessary change that could make NOED less beneficial to killers who just wasted time during the match and more beneficial to killers who do. I dislike the "do bones" argument as noed is the only totem that is not lit up until it is too late. Cleansing every totem every match when there are no active hexes such as ruin, is like a killer searching every single bush, tree, and corner to check if a survivor has urban evasion and is hiding. It's a waste of time in a game that is so fun because of it's quick match time and ability to quickly go into the next one. If there was a built in totem counter it would help let solo queue survivors know how many are left, because on a map like Lery's good luck finding every totem on the map and checking for every broken totem just to ensure you don't get hit with NOED. I understand they want to just put it with small game but essentially small game is just a perk to counter NOED and that's it, and if totems are SUPPOSED to be a game objective, wouldn't it be on the HUD like generators or hooks? If your argument is that survivors do bones I will agree but survivors shouldn't have to use a perk slot to possibly prevent the presents of noed. Kinda like killers shouldn't have to use franklin's in case a survivor finds a key by chance.

In a perfect world, I'd love to add a totem counter, but since the Devs updated Small Game, I don't think it's realistic to expect it basekit.

NOED is good as it is imo, the only thing i would deem questionable is whether killers that have a instant down mechanic should be able to use NOED.

Yeah, that's why people are upset at them because many just wanted them to give solo queue a hand, but now we likely lost another feature that could've made solo queue just a little bit more bearable.

Nothing wrong with NOED the way it is. I don't use it, but when I play survivor - I just do totems to avoid it.

Ok... so...
Firstly, overall NOED does not need a rework. At the absolute most it could use a bit more telegraphing, but it doesn't need to only be usable a maximum of 5 times and not give a speed boost.
Secondly, being able to Mori someone at end game is actually *not* a benefit. You know what happens if you Mori someone when the other 3 Survivors are on their feet? They leave. You know what happens if you hook the person instead? They'll try to stick around and go for the rescue... giving you more time to maybe scrape together a few more slugs or hooks. That's the exact reason why Rancor is not a very good perk despite sounding pretty good.

Similar to my suggestion, where uncleansed dull totems are snapshotted when the final gen is repaired, giving you that many tokens. Survivors are exposed until you run out of tokens, each hit consumes a token.

Rancor + Furtive Chase is great, especially as it allows you to save the obsession until last, so you can Mori them safely.

2: the mori doesn't need to be beneficial that's why this design makes it optional. also the speed boost just reveals you have noed.

- Saying NOED doesn't need a rework is a perfectly valid response to a thread asking how NOED could be reworked. Those responses are saying that the question posed is moot because it sets out to gather solutions to something that isn't a problem.
- If the Mori isn't supposed to be beneficial, why are you adding it? The whole point of killer perks is to provide useful things to the Killer running them. Also the speed boost is borderline more useful than the insta down. After all insta downs are useless if the Survivors are injured or you can't get a hit in the first place. The Speed Boost is always useful and can fix that second issue.

I do totems, I often break all 5 every game to prevent NOED. However, I've come to realize that this is a big time waster. I'm not a fan of having to break all the totems every game to prevent 1 perk that the Killer might not even have.

Run inner strength with your totem finding perk and now you get 8 second heals in a semi safe place and have incentive to hide from a BBQ prock if need be.

Well the game certainly doesn't need another devour hope type perk. NOED as it currently is just ruins the game for survivors. It gives the killer far too much power and rewards them way too much just because survivors didn't do an optional objective. I'd rather just leave the match than give the killer an undeserved win. Yes, NOED downs are undeserved when you go the entire match surviving the killer.
