Yes, but this doesn't mean what you think it does, Grades will become wholly irrelevant to matchmaking.

the way i understand it you can't artificially lower your rank/grad anymore to be matched with weaker players

Grades and MMR are two different things you're confused, running it down mid to lower MMR is still very much a thing until behavior has proven otherwise.

Please read the developer notes.
SBMMR is NOT linked to grades. Grades replaced ranks. Yes, it will be harder to move down in grade, but it's a completely different system.

There's no connection between grades and matchmaking

Grades replace Ranks and will reset every month back to "20". Giving out bloodpoints depending on the Grade you reached during that month.
Grades are not used to determine your skill level. They are just to determine how much you played (good) during a month. Thats why you can´t lose a Grade.

You can't reduce your Grade by depipping.
Your MMR that determines who you get matched with will increase with 'wins' and decrease with 'losses'.
I'm not sure which one you're referring to but 'deranking' is most certainly not a thing any more because Ranks don't exist.
EDIT: You changed your post from 'deranking' to 'running it down mid to lower MMR'.

You can probably manage to lower MMR by throwing to get matched with weaker people, which is used in matchmaking, while grade is just "congrats" you play too much".
Though it does mean when you hit Iri 1 you won't lose your 250k

Using a random grade as an example:
If you're at Gold II with 4 pips, you can still depip
HOWEVER
let's say you were at Gold II with 0 pips, you can't go down a grade so the worst you can do is safety pip
but the moment you gain a pip, you can depip back down to 0 pips.
So as long as losing a pip doesn't mean you go down a grade, you can lose a pip.

that's the point, the grades are just a show of how much you play and how many BP you'll get on the 13th

As this person said, it isn't tied to matchmaking. In fact, this actually does the opposite and encourages you to throw games. Because you can't "degrade" and miss out on potential bloodpoints at the end of the month from being the new equivalent to "rank 1". You can just throw a bunch of matches once it gets hard to start getting matched with lower skill players to continue ranking up.

Which means nothing now that matchmaking isn't linked to grades. I think the only thing it affects now is how hard the Adept Killers are. You can't derank to make the requirements easier and have to wait until the next season begins.
