Survivors crawling immediately after they go down

Why are survivors able to crawl a soon as they hit the ground while the killer is in cooldown? I can’t count the amount of times where I down a survivor juuuust before they can escape but it doesn’t matter because they can jeopardize moving while I’m in cooldown?
other times, and rarely, for some reason survivors also have a cooldown before they can crawl or recover? So why isn’t this all the time and if it’s supposed to be why hasn’t it been even acknowleged?

If you point or beckon (1 or 2) right before you get hit it puts you straight onto the ground instead of doing a "downed" animation. It can also happen if you get hit right when you use Dead Hard or if you're vaulting a pallet/window when the Killer bops you.

If a killer is being sought, I will sometimes start crawling so they’ll focus on me instead of just leaving me down and going after the other survivors. If I’m up a level in near an edge, I will also try to crawl off of an edge so I fall to the next floor, and waste more of their time. I’ll also crawl to get the killers attention fixed on me if there is an injured Survivor nearby so they can get away. Also if it’s my last hook, I may as well start crawling. I know I’m not getting away, but it wastes a few more seconds of the killer’s time.
