I'm still convinced that they planned to set it to 160 seconds, but a typo turned it into 16 and nobody noticed.8

I think that even if they buff it, people still wouldn't use the perk. Devs are taking a wrong path when it comes to perks.
They think that a perk is good when a perk is okay or not very usable which shouldn't be the case.
There are somewhat decent perks but I don't think that they can replace perks like adrenaline, ds, sc, borrowed time etc. Same goes for the killer perks like BBQ, NOED, enduring etc.
When they are creating perks they should ask themselves whether the players would want to change their perk setup or not. If the answer is no they should keep improving it.
Think about deja vu. Even if that perk showed every single generator's aura during the whole match, survivors still wouldn't use it. For the perk itself, it feels really strong and OP but when you compare it with adrenaline, you understand that even in that state, people still wouldn't touch it.
So you are left with useless junk that can only be used when you are drunk.

I like SFTS. I run it on pig and it proves to be useful in almost every match. Silly survivors and completely ignoring crows. xD0

Survivors think that they are hidden and safe, so you catch them in an open area nowhere to go. I used to use it on my huntress and got a lot of easy downs thanks to that perk.
It shouldn't be RNG though. 100% wouldn't hurt at all.

The devs had two good ideas for this perk but they used them for Wraith’s All-Seeing Spirit add-on and Legion’s Discordance perk. Do they want Surveillance to be a trash perk?

I don't entirely understand why people think discordance is any better.
Gen turns yellow, survivors bolt before you get there, and the gen stays yellow for a dozen seconds implying they're still there.
If they're coordinated, a gen across the map will light up when you are there.0 -

There is no point in creating a highly conditional survivor find perk. Not only is finding survivors not that valuable, but to make it highly conditional? That's not kind.
Anti-Stealth perks is the last thing we need anyway.
So to give this perk some actual purpose, the above makes it harder for survivors to bully killers who have to keep kicking the generator that survivors keep tapping. (:

Where-as the old surveillance is just aura reading and has nothing to do with surveilling, my suggestion does the opposite and makes it about actual surveilling and makes it an even more suitable perk for the type of killers to whom it would be appropriate to use:
