To keep it short, OoO doesn't work for the duration of Off the record.
OoO's killer aura reveal is triggered by your aura being tracked by the killer, which does not happen with Off the record. Perk description clearly states that (assuming you are the obsession) YOUR aura is revealed to the killer every 30 seconds and not vice versa.
