Surge buff to make it usable on every killers

Surge big problem is it requires a basic attack, so killers like huntress or billy/leatherface and others can't most of the time get value at all of this perk, here's the Idea to make this perk useable with any killer.

Surge work the same way, with 8% regression to 32 meters radius, however

Basic attack that put surviors into the dying state has a 30 seconds cooldown time (down from 40)

Power hits that put survivors into the dying state has a 60 seconds cooldown.

Some killers can only M1 and so, must loop and chase more to get a survivor into the dying state, making the perk more rewarding to use when using your basic attack instead of your power with a shorter cooldown.

For killers that requires their power or mostly their power to get survivors, they will still be able to get value out of Surge but with a longer cooldown, every killers can take advantage of this perk with this change.
