What do you think about this for a NOED rework?
When the exit gates are powered, Hex: No One Escapes Death activates a dull totem with empowered Hex effects, one effect for each of your chosen Hex perks whether or not their totems were cleansed, and makes all remaining dull totems appear lit to Survivors. The empowered effects persist as long as at least one Survivor has been on a hook in the past minute and Hex: No One Escapes Death has not been cleansed.
Blood Favour: The Entity holds all upright pallets in place.
Crowd Control: The Entity blocks all windows.
Devour Hope: You are granted the ability to kill all Survivors by your own hand.
Haunted Ground: All Survivors suffer from the Oblivious Status Effect.
Huntress Lullaby: Exit gates now frequently require difficult skill checks.
Retribution: The auras of all Survivors at least 32 meters away are revealed to you.
Ruin: Exit gates now regress in progress at 100% of their normal progression rate when Survivors are not interacting with them.
The Third Seal: All Survivors suffer from the Blindness Status Effect.
Thrill of the Hunt: Survivors suffer a 5% Haste penalty and trigger a loud noise when performing any action.
Undying: Recovery from attacks and lunge attacks with your weapon is now 200% faster.
If none of the above Hex perks were present, then all Survivors are injured and afflicted with the Deep Wound Status Effect when the totem is activated and every time a Survivor is hooked.

Sounds good, but let's see something like this on the PTB and go through some tuning passes

Ehh, this has some issues (which I may elaborate on in a reply)
Most of these effects are ridiculously strong. The concept is nice, but... Well, NOED isn't hated because it's strong, it's hated because it's the definition of unearned and it's "counterplay" is much stronger than the actual effect of the perk. The basic idea of buffing the killer based on their equipped Hex perks? I like it. But I would tie it to completing 4/5 of the gens, getting enough hooks or hits prior to that, and make the effects a bit weaker.

I think not; this will add too much randomness and confuse people (which I may elaborate on in a reply)
This rework just makes the perk too complicated, not to mention probably even stronger than the NOED we have now.

It's one less crutch perk and will shake up the meta. Pretty much a win for anyone that isn't bad at the game.
