Xbox - Pop has no effect

I am a legion main and the perks I was using were thanatophobia, Pop goes the Weasel, Whispers, and Barbecue & Chili. Whenever I play killer, the perk pop has no value or effect. After I hook a survivor, I go kick the gen, but the gen does not regress 25%. You don't see a lot of sparks from the damage and the timer on the perk does not stop even after kicking it, thus indicating the perk had no effect.

You are not finishing the animation of the kicking process, which is why the generator is not regressing. You have to go through the full animation - if you notice the bar was not full.
