no wonder they are doing such a poor job with balancing the game, and the data they collect has proven worthless in regards of balance
none of their data outweighs player experience, and they seem to ignore it most of the time

This. They aren't showing the product to us because they need our approval -- they're showing it to us so they can get preliminary data about how it performs when people use it. They've also said clearly that the reason big things can't change between the PTB and launch is because there isn't enough time to analyze the data, identify an issue, workshop a solution to the issue, test the solution, and then implement it before they have to submit the code. I think that's totally fair.

Yes they knew. A Binding of Kin was a very clearly rushed chapter. They pushed it live because of the deadline, knowing full well it wasn't finished. Hoarder was supposed to reduce item rarity but they coudlnt figure out how to make it work apparently, so they just removed that part of the perk. Half of Elodie's perks didn't work properly either. The Twins had no ways to deal with lockers for the first week of release.
But they did nerf Coup de Grâce. A perk that nobody had any complaints about and tought would only ever be a memey thing. The same thing happend with Gearhead, wich was considered weak and unreliable on PTB and nerf at release anyway.
The priorities and intents of the devs are beyond baffling sometimes and we allmost never get any kind of communication as to why they do theses changes nobody asked for, while seemingly ignoring obviously broken or overpowered stuff.

If they take ptb data seriously then spirit will get the dust nerf. Nobody is taking it seriously and everyone is just running the new perks and either disconnecting when they have seen enough or letting the killer kill them.

This would make sense if we lived in a perfect alternate reality. The reality is that BHVR is notorious for ignoring key pieces of feedback and or not changing things from PTB to Live. They listen sometimes, others they sleep silently. Its reasonable for people to not put blind faith into them and to voice their feedback. It doesn't have to be disrespectful, but people should definitely let their voices be heard.
Edit: The same way you mentioned Lucky Break is the same way we can cherry-pick 25 different times they didn't listen

ah yeah, the ptb, "it's ptb, and not live, don't worry, they will change things", just like the new survivor animation?? they were a big and ugly mess in the ptb, and guess what? they got released and they still were a disaster, just like in the ptb......, or the trickster in first release? it was so underpowered and bad, yet almost nothing was changed and they slapped him inside the live version of the game with just minor and useless changes.
Most of the times, when somethign is released in the ptb, it almost always(95% of the times) it doesn't receive any sort of changes, and then getdireclty released in the live version, THEN after few months that thing get fixed.
SO, no, even if it's only ptb, i don't have faith, because BH really likes to release broken stuff that probably get fixed months after the live release, i'm even wondering what's the meaning of the PTB if almost nothing get changed before the official release.

Not entirely correct. Feedback about overheat was thats it's to punishing for "skillful use", they toned it down to much, so it did not really do anything, and increased it again a bit, but not so much as in the ptb.
