Reducing Cannibal's Snowball-ability from simply camping
What if The Cannibal's chainsaw was slowed and gunked up from hitting the first survivor and did not have the full effect on subsequent survivors?
The first survivor hit by the chainsaw is put into the Dying state (as it currently does); any other survivors hit during the rest of the power are put into the Deep Wounds state instead of the Dying state.
This will not affect his power in the 1v1 aspect at all, and will still cripple a group of survivors who now have to mend (and the Cannibal gets a hook trade from the survivors). It just won't have the same tremendous snowball effect that it currently does where many survivors are slugged at once.
If he seems too weak after, then buff other aspects of his power to compensate.

Doesn't matter. I'd use one charge to get a double hit on unhook, take advantage of the reduced cooldown from a chainsaw to down the unhooked through BT, and maybe down whoever tries to heal the unhooker with a new chainsaw dash.

That brings up a good point.
If his power loses a token for each subsequent survivor hit (not the first) then it will limit his ability to follow up to achieve the same snowball effect, and without affecting the 1v1.

either he m1's and the trade happens or he revs and the trade happens but also downs the hookee if don't have bt probably (but if he's committed to a hardcamp then they can probably just crawl off)
