A solution to change the meta
Whether you’re a survivor main or killer main, I think we can agree that killers and survivors running the same builds constantly is making the game stale. (Corrupt intervention, ruin, undying, tinker), (dead hard, unbreakable, borrowed time and spine chill.) Sometimes one or so perks are changed for another strong perk, however for the most park all the builds are the same. This is worse for high MMR and has become more of a problem since Skill based matchmaking. Nerfing the perks themselves however is a bad idea. These perks exist for a reason and nerfing them could break the game. Nerf corrupt and ruin, gen-rushing will become even more of a problem. Look what happened with Decisive strike, the perk was nerfed and tunnelling has become far more common. My solution is to reward/ punish killers and survivors for running weak or strong builds.
First, we rank all perks from strongest to weakest, killer perks and survivor perks are ranked separately. We then split them into 3 groups, strong, average and weak. The goal being to split the perks evenly so say 25 each, as oppose to having 50 in the average and only 10 as strong. Depending what perks you run, this will affect your total blood points at the end of the match. Not only with this have a multiplication/ division effect on the total blood points it will also affect the cap of the total blood points per match. Let’s say 1 player runs 4 strong perks while another runs 4 weak perks. The person running the strong perks should not be scored the same as the player running 4 weak perks even if they do the exact same thing. People running strong perks are simply not as skilled or impressive. The weak build will walk away with 40,000 points and the other 5000. Affecting both the points itself and the max cap. 4 strong perks, max possible points 10,000 points. These numbers are a generalisation. This will encourage people to start running other perks if they want to build points quickly and if you don’t care about points the perks will still be exactly as strong if needed. We will do the same thing with killer addons and survivor items and addons. This is because even a medkit is a big advantage to survivors. Meanwhile some killers become significantly stronger with certain addons. This will discourage players from constantly running strong builds if they want to build blood points.
Now this won’t stop people from running the meta, and I don’t want to, I am simply tired of seeing it every game. What this will do however is even if a 4 man SWF team who all run 4 strong perks completely dominate a match or a doctor with iridescent queen and high stimulus electrode dominate a match, they will receive significantly less points a way of showing, yes you won, but mainly because these things are really strong, and less your own skill. Meanwhile if you 4k as killer running 4 weak perks, the game shows not only are you skilled you don’t need the strong perks to win, here is an additional 20,000 points. Even if you lose the game will recognise you handicapper yourself, not running strong loadouts, and look the killer/ survivors are all maxed at 5,000, as a player I think it would far less frustrating then seeing players get rewarded for only running strong builds. Even if it only encourages players to run a single weak perk, I think it would be a good idea, in order to change the stale gameplay even slightly.
I would not apply this to the MMR/ emblems as I don’t want this to affect ranking, so if you want to reach read rank or maintain high MMR you can run strong builds as much as you want. I would not apply this ranking idea to killers, because I don’ want to punish players for simply playing a certain killer. Similarly I would not apply this to SWF as I don't want to punish people for having friends.
I'm curious if people support my idea or want to build on it or think its terrible. However please keep in mind the points caps themselves are general and open to change. Similarly I'm unsure where all perks will sit in the ranking. Some obvious cases, dead hard, strong, flip flop weak. Also I want things to be ranked individually, not based on how well they combine. For example dead hard is strong because it is good on its own, meanwhile flip flop is weak, even though Pallet struggle, flip flop and tenacity is a good combo.

It's not possible and would just create more issues.
You can't just rank strongest to weakest. How that perk is good depends on map, playstyle, killer, skill level and probably some more factors. There is no way to make this fair for both sides, that's just impossible. How the perk is strong is really subjective. Undying is way stronger in low MMR than high MMR for example.
Other way is to value, how much those perks are used. Well, if you use your system, than weak perks are going to be used more and it will mess up balancing, because you will not be able to tell, which perks are not used much "because they are really bad", when people starts using them for more BP.
How to change meta? Easy, buff weak perks. They did quite good job in last patch, at least for survivors, it didn't really affect killers. I love Built to Last, Windows of Opportunity and Any Means Necessary. That's the best way to go imo.

Buffing weak perks won't work. If all the weak perks were buffed all to the same level of the stronger perks, this would create more perks that are honestly way to strong. It is simply impossible to buff 60+ perks without some of them becoming too strong. Honestly a lot of perks are too strong already. You can't just nerf the meta perks due to many of them needing to exist and even if you did, most players would simply move too the second strongest. I think you can rank the perks. It's somewhat debatable sure, but the stronger perks aren't map dependent that's the thing. Weak perks require a gimmick to work or only have any real value on certain maps. For example Dead hard works just as well on every map, while visionary is really only useful on indoor maps. Just because you happen to get visionary on Racoon city does not instantly make visionary a strong perk. perks in the "average" category may become a bit more debatable but I think there is too huge of gap in perk strengths too not be able to create a tier list.

It's not good option to punish people for using what they want with less BP in game with insane grind.
There will always be a meta build, that just can't be changed, everygame has meta, even PvE games.
What would happen with buffing weak perks is more alternatives, so you will see different perk combinations each game.
Current perks don't really need that many changes.
Only thing I would nerf is Ruin to 150% and buff base progression to 150%. I might find more, but whatever. It wouldn't be issue to nerf those, if there was good alternative.
